I 摘要 随着近年来我国经济和社会的快速发展,我国的城镇化也在不断发展、壮大。 乡村人口向城市人口转化以及城市不断发展和完善,引起城镇住房面积长年增长, 必将引起建筑业的快速发展。建筑行业成为传统的国家支柱性产业之一,整个行 业获得了巨大的发展,建筑企业如雨后春笋般发展起来。经过近二十年建筑业的 快速发展,现今已趋于饱和状态。建筑企业重新面临市场经济的洗牌。面对挑战, S公司勇敢面对,通过调整企业的战略、企业管理、项目管理、引入信息化系统等 措施调整公司的劣势、整合管理资源、优化项目管理,提升了企业的竞争力。项 目管理的优劣对建筑企业的绩效影响至关重要,因此,本文对S建筑公司项目管 理流程进行调研,以期找出企业在项目管理流程管理方面的弱项进行改造和优化。 本文以S公司项目管理流程为研究对象,根据公司的发展特点和项目运营状 况,介绍了文中涉及到的项目管理理论、项目管理流程优化等概念,通过访谈及 问卷调查研究,从公司战略层面、对公司的成功作出重要贡献的管理工作等层面 找出对企业生存产生正面影响和负面影响的主要因素,为公司以后的市场调整、 管理协调、客户资源管理、信息管理等方面都起到参考作用。 其次也是本文的研究中心,探讨该公司在核心业务管理流程方面存在的主要 问题。虽然S公司建筑企业目前发展较好,但是,在公司内部仍然存在诸多管理 流程问题。通过调研发现,公司在项目管理流程方面的问题主要存在于:(1)成本 控制流程设置不当、成本控制体系在项目开展前尚未形成、没有及时地的进行成 本跟踪、诊断等问题;(2)质量管理流程不完整、实施困难及质量管理体系不完 善等问题;(3)招标采购流程工作效率低下、采购环节难以监控等问题;(4) 资金支付把控不严格,资金支付的时间长等问题。次要问题存在于:(1)项目进 度实施相对简单不适用于现在大型建筑项目、施工组织设计职责分配不清晰等问 题;(2)目前公司的项目组织结构管理比较完整,但仍然存在人员冗余的现象, 机构要再精简。 本文对公司的组织结构及项目管理流程进行优化具有十分重要的意义,在调 研分析的结果上对公司项目管理流程在成本控制流程、质量管理流程、招标采购 流程、资金支付流程四个方面深入研究并提出优化方案。项目管理流程优化的意 义在于提升项目管理效率、从而提高企业竞争力,以达到提升企业价值的目的。 本文的研究结构共分为七章,分别从绪论、理论基础、公司项目管理现状、 公司项目管理流程现状以及问题分析、流程优化设计、公司项目管理流程优化评 摘要 II 估和全文总结与展望共计七个部分进行展开。 关键词:建筑企业;项目管理;流程优化;企业价值 ABSTRACT III ABSTRACT WiththerapiddevelopmentofChina’seconomyandsocietyinrecentyears, China'surbanizationisalsoconstantlydevelopingandgrowing.Asthepopulationshifts fromruraltourbanareas,theurbanhousingareahasbeengrowingformanyyears, whichwilldefinitelyleadtotherapiddevelopmentoftheconstructionindustry.The constructionindustryisoneofthepillarindustriesinChina.Duetothedevelopmentof theconstructionindustry,constructioncompanieshavesprungup.Afternearlytwo decadesofrapiddevelopmentofthebuildingandconstructionindustry,ithasnow becomesaturated.BuildingandConstructioncompaniesarefacingthereshuffleofthe marketeconomyagain.Facedwiththechallenge,Scompanyadjustedthecompany's strategy,enterprisemanagement,projectmanagement,andintroductionofinformation systemstoadjustthecompany'sdisadvantages,integratemanagementresources,and optimizeprojectmanagementtoenhancethecompetitivenessofthecompany.The effectofprojectmanagementiscrucialtotheperformanceofconstructioncompanies. Therefore,inordertofindouttheweaknessesoftheprojectmanagementprocess managementandoptimization.thispaperinvestigatestheprojectmanagementprocess ofScompany. Accordingtothedevelopmentcharacteristicsofthecompanyandtheoperation statusoftheproject,thispapertakestheprojectmanagementprocessofSasthe researchobject,introducestheconceptsofprojectmanagementtheoryandproject managementprocessoptimization,andinterviewsandquestionnaires,fromthe company'sstrategiclevel.Itidentifiesthemainfactorsthathaveapositiveimpacton thesurvivalofthecompanyandmakesapositiveimpactonthecompany'sfuture marketadjustment,managementcoordination,customerresourcemanagement, informationmanagementandotheraspects. Secondly,themainproblemsinthecorebusinessmanagementprocessofthe companyarealsotheresearchcenterofthispaper.AlthoughS'sconstructioncompanies arecurrentlydevelopingwellfromtheoutside,therearestillmanymanagementprocess problemswithinthecompany.Throughinvestigationandresearch,itisfoundthatthe problemsofthecompanyintheprojectmanagementprocessmainlyexistin:1)The costmanagementprocessisnotproperlysetup,thecostmanagementsystemhasnot ABSTRACT IV beenformedbeforetheprojectislaunched,andthecosttrackinganddiagnosisarenot carriedoutintime;2)Incompletequalitymanagementprocess,difficultimplementation andimperfectqualitymanagementsystem;3)Theprocurementmanagementprocessis inefficient,andtheprocurementprocessisdifficulttomonitor;4)Information managementisnotcoordinatedbetweendepartmentsandlacksasoundinformation managementsystem.Otherproblemsexistin:1)theimplementationoftheproject scheduleisrelativelysimpleandnotapplicabletothecurrentunclearallocationof large-scaleconstructionprojectsandconstructionorganizationdesign;2)thecompany's projectorganizationstructuremanagementisrelativelycomplete,butthereisstill personnelredundancy.Theorganizationshouldbestreamlined. Throughsurveys,itisclearertorecognizethequantityandqualityofresources withinandoutsidetheenterprise,soastoanalyzethesuperiorityandinferiorityofthe resourcesintheenterprise,andthenformulatethecurrentbusinessstrategyand managementstrategybasedontheexistingresourcestoensurethefuture.Enterprises achieveareasonableallocationofresources.Theworkofthispaperisofgreat significancebyoptimizingthecompany'sorganizationalstructureandproject managementprocesses.Ontheresultsoftheresearchandanalysis,thispaperdeeply studiesandextractstheoptimizationplanforthecompany'sprojectmanagement processinthefouraspectsofcostmanagementprocess,qualitymanagementprocess, procurementmanagementprocessandinformationmanagementprocess,andmakes secondaryresearchonschedulemanagementprocessandorganizationalstructure management.Andproposethecorrespondingoptimizationplan.Thesignificanceof projectmanagementprocessoptimizationistoimprovetheefficiencyofproject management,therebyimprovingthecompetitivenessofenterprises,soastoachievethe purposeofenhancingcorporatevalue.
