全球一体化进程正在加速,在高速发展的信息化时代,企业只有不断提升自 己的管理水平和专业技术水平才能不断加强企业竞争力。在这样的大环境下,作 为企业管理的重要基础,如何有效开展人力资源管理,显得尤为重要。国内国有 企业基于目前的市场环境也不断加强自身建设,尤其作为能源行业巨头的国有石 油公司,更承担着新时期的转型任务,对操作人员、技术人员和管理人员的高需 求,导致其必须通过绩效考核的方式,有机协调员工收入与绩效的关系,为员工 提供更优良的职业发展渠道。 论文通过对国内外研究情况的概括,明确了理论基础、思路框架、研究方法。 通过调查问卷的方式开展调研,对 DQ 油田 DS 采油厂基层采油队员工绩效考核 现状进行分析。了解到 DS 采油厂基层采油队员工绩效考核目前所存在的问题, 其中包括绩效考核的目的不够明确、绩效考核指标设计不够科学、员工对绩效考 核缺乏认识、绩效考核主体不够明确、绩效考核的沟通反馈不够畅通、绩效考核 的结果运用较差几个主要问题。根据 MBO 目标管理法、360 度绩效考核法、KPI 关键绩效考核法等,从明确绩效考核的目的、科学设计绩效考核指标、强化基层 采油队对员工的绩效认知培训和宣传、明确绩效考核主体、畅通绩效考核沟通反 馈环节、强化绩效考核结果应用六个方面完善了相应对策。最后,文章通过绩效 考核的文化配套措施、组织配套措施、制度配套措施、培训配套措施。明确只有 做好这些配套措施工作,才能真正的把基层采油队员工绩效考核相关标准和制度 落实下去。 关键词,基层采油队;绩效考核;KPI;360 度绩效考核东北石油大学 MBA 学位论文 III Study on Performance Appraisal of Primary Production Team in DS Oil Production Plant of DQ Oilfield ABSTRACT The process of global integration is accelerating. In the information age of rapid development, enterprises must improve their own management level and professional technology level to strengthen their competitiveness. In this environment, as the basic work for enterprise, how to improve the efficiency of human resource management is important. The state-owned enterprises of china are also faced with this situation. They need more operation personnel, professional technical personnel and management personnel. That’s why we talk about the performance appraisal in case to coordinate the relationship between employee income and performance, and offer much better career development channels. This paper studies the research of both domestic and foreign, and clears the theoretical basis, thinking framework and research methods. By establishing a questionnaire, this paper analysis the performance appraisal of primary production team of DS oil production plant in DQ oilfield. There are six questions: the purpose of performance appraisal is not clear enough, the design of performance appraisal indicators is not scientific, employees lack of understanding of performance appraisal, the subject of performance appraisal is not clear enough, the communication and feedback of performance appraisal are not smooth enough, and the results of performance appraisal are poor in application. We use the objective management method, the 360-degree performance appraisal method and the KPI key performance appraisal method to make six methods to improve the corresponding countermeasures. They are clarifying the purpose of performance appraisal, scientifically designing the performance appraisal index, strengthening the performance cognition training and publicity of the grass-roots oil production team to employees, clarifying the performance appraisal subject, smoothing the communication and feedback link of performance appraisal, and strengthening the application of performance appraisal results.
