要走出一条中国特色的军民融合式的发展道路，是在党的十七大提出的重要 战略。很多企业都承担着双重历史使命，既承担着国防建设使命，同时也承担着 自身发展的使命。不少企业的民用高新科技技术已经大大超过军用技术的水品， 并也聚集着不少的优秀人才，对我国军工企业的技术发展起着非常重要的作用。 因此，军工产品和民用产品结合起来，组成一个优势互补的国防技术体系，成了 摆在我国和其他国家军工面前的重大课题。 J 公司结合自身实际，认真贯彻国家军民融合战略，不断进行军转民、军民融 合的探索和实践，一方面坚定不移地巩固和扩大军工阵地，另一方面充分发挥军 工技术优势大力抓好民品的发展，并利用民品发展取得的成效反哺军工，开创了 公司军民品融合协调发展的大好局面。由建厂初期只有单一军工产品的军工企业 发展成为涉及多产业领域、军民品协调发展的多元化高科技企业集团。 在这个背景下，J 公司军民融合产业基地项目建立在军工单位比较集中的国家 电子科技城——绵阳，凭借其在军工领域掌握的核心技术和技术骨干，研制生产 大量技术附加值高、知识含量高的产品。建设军民融合产业基地(园区)，能大力发 展军民融合产业，推动军工经济与地方经济的融合、军民资源在空间上的互动和 共享；建设军民融合产业基地(园区)，把承载军转民作为重要的方向，重视与特色 产业相结合、是发展新的产业一项重要举措。 本报告从项目管理的角度，介绍了产业基地项目的概况和建设背景，通过研 究国内外军民融合发展模式，给出了 J 公司军民融合产业基地项目发展策略，对项 目目的进行分析，提出项目发展部署、产业规划以及具体措施，将项目管理的理 论知识与 J 公司实际军民融合项目管理方法相结合，从分析可行性研究的意义、可 行性内容、可行性方法入手，对 J 公司军民融合产业基地项目研究的技术方案和经 济效益进行了深刻的研究和评价，从项目特点、项目方案、市场分析、风险分析 等方面，应用 swot 分析、定性定量分析等方法对该项目进行了可行性研究分析论 证，并对该军民融合产业项目的具体方案提出了建设性的意见。 文章的最后得出分析结论，J 公司军民融合产业基地项目以产业园区建设推动 军民融合发展，必定能够发挥国防科技工业对国民经济的促进作用，形成国民经 济对国防建设的强大支撑，创造性的推动中国特设军民融合产业发展.总体来说， 项目具有可行性。 关键词，军民融合，军工企业，高新技术，科技园 II ABSTRACT From the seventeenth Party Congress, we need to get out of the path of development of a Chinese military and civilian integration. A lot of high-tech of the civilian enterprises already approached or even exceeded the level of military technology after the reforms, and they possess many talents so that they play a vital role in promoting the development of our country or military enterprises. Therefore,it is a major issue of the military enterprises in China and other countries that it inevitably involved the change of the organization and institutional of the military enterprises,it means that the development of military enterprises need to combine the civilian enterprises with increasingly to form a defense technology system with complementary technology: it also means that to form a mutually reinforcing open overall the via the flow of military technology and civilian technology, military and civilian talented person, etc.. With a global perspective，This company has actively implemented global strategy and has integrated into international competition environment. J has established and expanded channels of international trade by cultivating and developing technology and products with international competitiveness, strengthening cooperation with world famous companies. Meanwhile, J has built an export-oriented industry base in Shenzhen, which integrates R&D, manufacturing and marketing. This project is located in the MianYang, own a unique natural environment condition.It get the local government's support and financial subsidies, response to the spirit of the Seventeenth National Congress of the CPC and can improve the livelihood of the people. There is more than one aspect to study the civil-military integration. This paper attempts to study the civil-military integration of how the military enterprises improve their technical capabilities use the civilian high technical from structural level.
