中国的高等职业教育经过 20 多年的发展,越来越受到国家的重视。 1996 年, 我国高等教育的毛入学率仅为 6%,2002 年达到高等教育精英化阶段和大众化阶段 的临界点 15%,到 2005 年上升至 21%,10 年间年均递增 1.5 个百分点。这其中, 高职教育的快速发展起到了基础性与决定性作用,目前已占据高等教育的半壁江 山了。而绩效考核作为企业人力资源管理的重要手段,也逐步衍生进入了学校管 理层面。绩效考核被许多学校采用后,体现出在教育教学管理方面的突出成效。 绩效考核是学校管理行为改革的一次前沿性尝试和革命性突破。绩效考核是学校 教师队伍管理迫切的现实需求,绩效考核是一个充分体现发展性教育观的考核机 制。因此作为争创“国内知名、广东省内一流”的省级示范性职业技术学院的 ZZ 职 院来讲,建立一套科学的、有利于人才培养和使用的绩效考核体系,能够稳定教 师队伍,提高教师工作的积极性和满意度,促进学校教学、科研质量,提升 ZZ 职 院的竞争力。 本文综合采用实证研究和规范研究的方法,包括调查问卷法、文献检索法、 定量定性的研究方法。本文的研究思路是发现问题、分析问题和解决问题。首先 描述了 ZZ 职院的学院基本状况以及现行的绩效考核体系,然后对现行绩效考核体 系的现状进行了分析研究,找出了 ZZ 职院现行绩效考核制度、流程存在的问题, 最后通过将国内外有关绩效的先进理论与 ZZ 职院的实际情况进行有机的结合,并 综合采用较为先进的科学研究方法,对 ZZ 职院绩效考核体系进行了重新优化设 计,提出了差异化的绩效考核方案以及方案的实施措施。 通过对 ZZ 职院教师绩效考核体系设计的研究,让 ZZ 职院教师绩效考核体系 进一步完善,使其在理论上更加科学、合理并富有激励性,同时给 ZZ 职院决策层 在改革教师绩效考核时作以参考。 关键词,高职院校,绩效考核,优化设计II ABSTRACT After 20 years' development, increasingly importance has been attached to Higher Vocational Education in China. In 1996, the gross enrolment rate in higher education reaching 6 percent only; In 2002, It rise to 15 percent, which is the critical point between the elite education and mass education, and by 2005, this figure go over 21 percent. It increased by 1.5 percentage points over the past 10 years. The rapid development of higher vocational education plays a decisive and basic part. At present, it occupies half of higher education. And performance evaluation as enterprise human resources management, also an important means of derivative entered the school management gradually level. Too many schools adopt the performance assessment was reflected in the education, the teaching management prominent achievements. Performance assessment is the school management behavior a frontier trying to reform and revolutionary breakthrough. Performance assessment is the school teachers team management urgent reality demand, performance appraisal is a fully embodies the developing education viewpoint examination system. ZZ as a famous Vocational Technical College, in order to stimulate the enthusiasm of teachers and improve the quality of education, it is advisable to set up the performance evaluation system, to improve competition ability of ZZ Vocational Technical College . In this paper, such study is Comprehensive adopt empirical study and normative research methods, including conducted questionnaire method , This research ideas is found, analysis and problem-solving. ZZ first described as the basic situation and the college courtyard current performance evaluation system, then the current situation of performance assessment system was analyzed, ZZ job court out performance assessment system, and flow current problems at home and abroad, and finally the relevant performance by advanced theory and the actual situation of ZZ job court for organic combination, and comprehensive adopts advanced scientific research methods, ZZ position of the courtyard performance evaluation system, put forward to optimize design performance assessment program and differentiation of scheme of implementing measures.III Through the research on the optimal design of performance evaluation system, It perfects the system and provides the valuable suggestions for the reform.
