东浪咀20万吨级修船基地工程通航环境安全可行性研究

跨入21世纪,人类社会以全新姿态跨入了海洋经济时代,党的十六大提出 的“实施海洋开发”的战略号召,预示着我国海洋经济重要发展机遇期的到来。 船舶修造业是大型装备制造业,具有技术先导性强、产业关联度大、资本与 劳动密集的特点,同时船舶修造业也是航运业、港口业、渔业、海洋工程的重要 基础。 加快船舶修造业发展,是舟山市充分发挥区位资源优势,打造海洋经济强市 和临港型先进制造业基地的现实选择;是推进产业结构调整和经济结构优化重组 的重要举措;也是深入参与上海国际航运中心建设,全面融入长三角合作与交流, 实现舟山经济跨越式发展的重要组成部分。 为积极有序地推进全市船舶修造业的发展,舟山市从实际出发规划了船舶修 造业发展的总体框架和布局重点,其中普陀区六横岛西浪咀—宋家山岸线和水 域为一重要修造船场址。 紧跟形势,抓住机遇,发展自我,六横龙山船厂整合资源,挖掘潜力规划在 该场址新建20万吨修船基地一座。工程的建设是适应建造上海国际航运中心并 为之配套的需要,同时还蕴涵着巨大的潜在市场,为其经济发展带来良好的商机。 本文通过对该修船基地水域的通航环境的分析,论证该修船基地水域的通航环 境、船舶航行安全管理及安全应急预案等的可行性。其结果可将作为海事主管机 关审批施工许可证的依据。 关键词:舟山,西浪咀,修船基地,通航环境,安全论证 ABSTRACT In 21St century, human enters into marine economical age with a new posture. Strategic call of“implementing marine exploitation”at the 16th National Congress of the CPU predicts the coming of important developing opportunity of marine economy of our country. Ship-building and ship-repairing industry is a large equipment manufacturing industry, which possesses the characteristics of advantageous technology, closely related estate, intensive capital and labour. At the same time, it is also the basis of shipping industry, harbour industry, fishery and oceanographic engineering. To develop ship-building and ship-repairing industry rapidly is a realistic choice of Zhoushan City which can make best of the advantages of regional resources, build a strong marine economical city and harbour-facing modern manufacturing industry base. It is not only an important measure which promotes the readjustment of the industrial composition and optimizing the recombination of the economical structure but also an essential constituent of thoroughly participating the building of Shanghai International Shipping Centre, completely integrating the cooperation and exchange of Yangtze River Delta and realizing the leaping development of Zhoushan economy. In order to advance the development of ship-building and ship-repairing industry actively and orderly, Zhoushan City has planned an overall framework and location priority of the industry from the realities. Xilangju-songjiashan coastline and water area of Liuheng in Putuo District is an important address of building and repairing ships. To keep with the situation, grasp the opportunity and development self, Longshan Shipyard will build a 200,000 ton ship-repairing base in Liuheng after reorganizing the resource and exploiting potentialities. The building of the project meets the need of building Shanghai International Shipping Centre and coordinates with it. It contains a huge potential market, brings good commercial opportunity for the economical development. This paper analyzes the navigable environment of water area of the base, demonstrate of navigable environment, ship navigation safety management and safety emergency reserve plan in that area. Its results can act as a ground of approving license of construction for maritime Administration.
