本文就中国石油天然气股份有限公司兰州石化分公司新建 4×10 4 吨/年微球 催化剂项目的产品、技术、市场预测、建设规模、原材料供应、厂址情况、工 程设计方案、环境保护、劳动安全卫生、消防、节能、投资估算、财务计算及 经济评价等进行了可行性研究和分析。 报告在对项目基本情况进行阐述与分析的基础上，从装置能力、消费需 求、原油产量、目标市场与竞争能力、价格预测等方面对项目的外部环境和内 部环境 2 个方面以及优势(S)、劣势(W)、机会(O)和威胁(T)4 个层次进行了分 析，确定了项目的建设规模；然后进行了项目工艺技术的综合评价；分析了国 内外项目环境风险分析的现状与问题，针对项目所在地区的环境质量状况和项 目的污染情况，进行了环境影响的预测与评价；最后，进行了项目的经济评价 与不确定性分析，讨论了存在的问题，并提出了解决问题的对策建议。 关键词，催化剂；可行性研究；环境影响；经济评价；风险分析Abstract The entire feasibility of construction of a 40,000 t/a micro-sphere catalyst unit in Lanzhou Petrochemical Company of CNPC was researched from product,technique, market prediction, construction scale, raw material supply, site circumstance, engineering design plan, environmental protection, labor safety and sanitation, fire fight, economize on energy, the investment estimate, to the finance and economy evaluation in this text. Based on the analytical foundation of the basic circumstance of the project, the project was elaborated from unit scale, consumption need, crude oil out put, target market and competition ability, price prediction and etc. to the internal and external environment of the project, the advantage(S), weakness(W), opportunity(O) and threat(T) was analyzed to make sure the construction scale of the project; Then the comprehensive evaluation was carried on the process and technical of the project; domestic and international risk of the present condition of the project was analyzed in environmental side, aim at the project’s site pollution circumstance and the condition of the environment quality of the region, the environmental evaluation and influence was estimated; at the end, the economic evaluation of the project and the indetermination was analyzed, and the existent problem was discussed, and a problem-solving countermeasure was suggested.
