摘要
我国PPP项目市场进入大规模发展阶段,国内外实践研究表明,由于前期规
划不当、特许经营期监管失利等原因致使PPP项目成功案例缺乏,其关键问题在
于当前建筑业信息管理不善。随着BIM技术理论与实践研究的不断成熟,基于信
息管理的视角,以现代信息技术为手段,将BIM技术应用于PPP项目,通过对项
目各个阶段数据的收集、整理搭建BIM信息平台以及BIM运维系统,以实现PPP
项目全生命周期的信息集成管理与风险管控,进而打通政府与社会民营企业的信
息通道,促进PPP模式的良性发展。本文正是基于该出发点展开,尝试将BIM技
术与PPP项目风险管理结合起来进行研究
本文的主要研究内容主要包括以下:首先,基于文献研究,梳理了影响PPP
项目实施的各类因素,并结合问卷调查研究,形成了PPP项目风险清单,具体包
含28项风险因素;其次,利用模糊综合评价建立风险评价模型详细分析了PPP项
目风险重要性程度以及重点风险管控对象;再者,详细分析了BIM技术在PPP项
目风险管控中的具体应用,包括成本超支风险以及施工过程风险;最后,选择青
岛市某一PPP项目作为案例研究对象,详细分析了BIM技术在该项目中的应用,
包括建立BIM组织架构与BIM团队职能分析,并探讨了BIM技术具体如何改善
面临的风险问题
综上所述,本文研究成果有效的丰富了BIM与PPP项目风险管理理论,对今
后提升PPP项目风险管理水平与指导PPP项目施工具有一定的指导与解决价值

Abstract
The PPP project market in China has entered a large-scale development stage. The
domestic and international practice research shows that the failure of the PPP project
still exists because of the improper planning and the failure of the franchise period
supervision and so on. The key problem lies in the poor information management of the
construction industry.With the continuous maturity of BIM technology theory and
practice research, based on the perspective of information management, BIM
technology is applied to the PPP project with modern information technology as a
means. By collecting and organizing the data of each phase of the project, the BIM
information platform and the BIM operation and maintenance system are set up to
realize the information integration management of the whole life cycle of the PPP
project. Management and risk control will further open up the information channel
between the government and social private enterprises, and promote the healthy
development of PPP mode.Based on this starting point, this paper tries to combine BIM
technology with PPP project risk management.
The main contents of this paper include the following parts.First, based on the
literature research, this paper combed the various factors affecting the implementation
of PPP project, and combined with the questionnaire investigation, formed the PPP
project risk list, including 28 risk factors.Secondly, the risk assessment model is
established by fuzzy comprehensive evaluation, and the importance degree of PPP
project risk and the key risk management objects are analyzed in detail.Besides, the
specific application of BIM technology in PPP project risk management and control is

analyzed in detail, including cost overrun risk and construction process risk.Finally, a
PPP project in Qingdao is selected as the case study, and the application of BIM
technology in this project is analyzed in detail, including the establishment of BIM
organizational structure and the analysis of the function of the BIM team, and how to
improve the risk problems of the BIM technology.
To sum up, the results of this study effectively enrich the BIM and PPP project risk
management theory, to improve the risk management level of PPP project and guide the
construction of PPP project has certain guidance and solution value in the future.
