摘 要
随着中国经济的快速发展,以及世界经济一体化的加快,市场竞争日趋激
烈,企业的竞争力越来越多地体现在对成本的控制和对客户需求的响应速度
上。采购管理作为企业生产经营活动的起点,对企业竞争力的提升起着重要作
用,它不仅是维持企业正常生产运行的前提条件,更是有效控制生产材料成本
以及整合外部资源满足市场需求的重要手段。因此在现代企业,采购管理已成
为企业管理的战略组成部分,重视程度日渐提高
医药产业是国民经济中的支柱产业,党的十九大提出的“健康中国”战略,充
分说明了它在保证国民健康、经济发展中的重要作用。同时医药产业又是技术
门槛高、运行规范、管理严格的行业,而其中采购管理则是这一行业的起点和
源头,所以《药品生产质量管理规范》对于制药企业的采购管理全过程进行详
细规定。并且自2017年起“仿制药一致性评价”、“原料药、药用辅料及药包材
与药品制剂共同审评审批管理办法”等一系列新政策相继出台,国家监管力度不
断加强。因此在这种政策及行业背景下,对于制药企业提高采购水平、加强系
统化管理提出了更高要求
本文以JF制药公司为例,首先阐述采购管理、供应商管理、质量风险管
理、成本管理等理论,然后对企业的采购管理现状进行分析,找出管理中的缺
陷,并利用采购管理、供应商管理理论和ABC分类法、失效模式与效应分析
(FMEA)工具对采购的组织架构、流程、物料质量、供应商管理、成本等方面
制定优化策略;最后通过物料质量、成本等数据阐述采购管理的优化效果
本文通过对JF制药公司的研究分析,提出系统化采购优化策略,对该企业
的采购管理具有一定指导;同时,对其他制药企业在采购管理方面也起到一些
参考作用

ABSTRACT

ABSTRACT
With the rapid development of China's economy and the acceleration of world
economy integration, the market competition has become increasingly fierce. The
competitiveness of enterprises is increasingly embodied in the control of costs and the
speed of response to consumers’ demands. As the starting point of the enterprise's
production and management activities, procurement management plays an important
role in improving the competitiveness of enterprises. It is not only a prerequisite for
the maintenance of the normal production and operation of the enterprise, but also an
important vehicle for effectively controlling the cost of production materials and
integrating external resources to meet market demands. Therefore, procurement
management has become a strategic component of enterprise management, in modern
enterprises, and the degree of emphasis has gradually increased.
The pharmaceutical industry is a pillar industry in the development of national
economy. The “healthy China” strategy proposed by the “19th CPC National
Congress” has fully demonstrated its importance in ensuring national health and
economic development. Meanwhile, the pharmaceutical industry is an industry with
high technical thresholds, standardized operations, and strict management, and
procurement management is the starting point and source of this industry, Therefore,
the “Good Manufacturing Practice” has been promulgated to provide detailed
regulations for the entire procurement process of pharmaceutical enterprises. In
addition, since 2017, a series of new policies, including “Consistency evaluation of
generic drugs,” and “Administrative measures for the joint examination and approval
of APIs, Pharmaceutical Excipients, Pharmaceutical Packaging Materials, and Drug
Preparations” have been introduced in succession, which put forward higher
requirements for the procurement management of pharmaceutical enterprises.
Therefore, it is more and more important for pharmaceutical enterprises their
procurement levels and strengthen systematic management.

This dissertation takes JF pharmaceutical company as an example. It first
elaborates the theories of purchasing management, supplier management, quality risk
management and cost management, and then analyses the current situation of the
enterprises procurementmanagement, identify the defects in the management and
utilize the procurement management, supplier management theory and ABC
classification, failure mode and effect analysis (FMEA) tools on the procurement of
organizational structure, process, material quality , supplier management, cost and
other aspects to develop customized strategies. Finally, the author use the date of the
material quality, cost and so on to illustrate the optimization effect of purchasing
management.
Based on the research and analysis of JF pharmaceutical company, this paper
puts forward a systematic procurement optimization strategy, which has certain
guidance to the purchase management of the enterprise. At the same time, it also
plays a reference role for other pharmaceutical enterprises in purchasing
management.
