摘要
“天有不测风云”，突发公共事件，因其常常伴随巨大的生命和财产损失，
一直是政府社会管理的一项重点内容。近年来，新媒体发展迅速，网民数量急剧
增长，网络舆情重要性日益凸显。突发公共事件因其“公共”属性，与全民利害
攸关，必定成为舆论热议的焦点。因此，网络舆情应对是突发公共事件处置者不
可回避的一个大“问题”，如何正确的认识、应对、引导网络舆情，成为当今政
府面临的巨大挑战和难题
本文通过借鉴国内外专家学者理论成果和实践，综合运用文献研究、问卷调
查、案例分析等方法，研究基层地方政府在突发公共事件网络舆情应对方面的现
状及所存在的问题，针对问题提出优化策略。首先,从突发公共事件和网络舆情相
关概念入手，分析网络舆情的形成过程和阶段特点，掌握网络舆情的发生发展规
律。其次，通过调查问卷和综合分析的方式归纳总结基层地方政府在网络舆情应
对方面存在的问题。最后，结合国内舆情应对优秀案例和国外政府成功经验借鉴，
提出基层地方政府应对突发公共事件网络舆情的优化策略，包括实施公民媒介素
养教育、加强网络舆情人才队伍建设、加强官方新闻网站和微平台建设、建立政
府与媒体的良性互动、完善政府突发公共事件舆情应对机制和加强政府对网络舆
情的日常引导等。以期能为基层地方政府突发公共事件网络舆情应对处置工作提
供一些创新性的理论参考，通过有效应对和合理引导，使网络舆论向着积极正面
的方向发展，促进社会的和谐稳步发展

Abstract
Accidents will happen. Public emergency, which often accompany great loss of
life and property, has always been an important part of government social management.
With the arrival of the new media era, the number of Internet users is increasing rapidly.
The number of netizens is growing rapidly, and the importance of network public
opinion is becoming more and more important. Public emergency, because of its
public nature, and the interest of the whole people, must be the focal point of Internet
discussion. Therefore, how to cope with the network public opinion is an inevitable big
problem for public emergency disposal.How to correctly understanding, manage and
guide the network public opinion, become a huge challenge and difficulties faced by the
current government.
This paper is based on the theoretical results and practice of experts and scholars
from home and abroad, comprehensive use of literature research, questionnaire survey,
case analysis and other methods ,according to analyze the problems that the local
government has in dealing with the network public opinion of public emergencies, and
put forward the strategy. First of all, to start from the concepts of public emergency and
network public opinion, to analyzes the formation of network public opinion and stage
characteristics, to grasp the law of the development of network public opinion. Secondly,
through the method of questionnaire survey and comprehensive analysis, the problems
of local government in the network public opinion are summed up. Finally, Combined
with the excellent case of domestic response and the successful experience of foreign
governments, this paper puts forward some suggestions on how to deal with network
public opinion. Hoping to provide some innovative theoretical reference for network
public opinion coping work, and to make the network public opinion develop in a
positive and positive direction, and promote the harmonious development of society
through effective response and reasonable guidance.
