摘要
作为一种教育改革的新元素,为满足当今社会人们对于素质文化的大量需
求,社会力量办学成为中等职业教育行业为实现资源优化整合以及维持长期的
持续发展所选择的新型办学模式。就目前中等职业教育行业发展状况来看,社
会力量办学的职业教育学校将创造出崭新的发展前景。内蒙古博奥职业技术学
校作为具有盈利性质的社会力量办学类中等职业教育学校,其运营模式与企业
具有相似之处
文章借鉴相关的企业战略管理理论,结合博奥职业技术学校的实际情况,
目的在于为学校制定一个适合自己的发展战略。首先,文章对于学校的自身发
展现状以及发展的路径进行了分析,明确了学校良好的办学能力和和长足的发
展能力;其次,文章分析了中国中等职业教育行业的发展现状以及存在的一系
列问题,并提出了学校解决行业问题的相应能力,为下文学校的外部环境分析
提供参考;然后,文章分析了学校在行业内面对的竞争力以及自身的能力,通
过与行业内优秀竞争者的对比发现自身的优点和不足,并明确自己在行业内的
竞争力优势,为下文学校的内部环境分析提供参考;之后,文章对内外部环境
进行总结归纳,使用SWOT分析方法对学校内在条件以及外在环境进行客观分
析,构建SWOT矩阵对学校进行综合性分析。在理论分析的基础上,确定了学
校发展的战略目标,进一步确定战略定位为:培养具有实践操作能力的技能型
人才、立足西部中等职业教育行业的前列、具有市场绝对竞争力优势的综合性
中等职业教育学校,并确定学校的战略选择为差异化战略。最后,文章根据战
略选择确定了相应的一系列战略措施,以实现学校最终的发展战略目标
文章将理论与实际结合,把企业的战略管理理论运用于博奥职业技术学校
发展战略的研究实践,结合学校自身的发展特点,利用行业以及理论研究的综
合信息来明确战略定位、战略选择以及战略措施,对于学校招生就业、内部建
设、师资队伍建设、运营管理能力、组织结构调整以及未来的长期稳定发展有
着一定的指导性意义

Abstract
As a new medium occupation education educational reform,in order to meet
the demand for a large number of people in today's society of quality culture,
medium occupation education began to open up a new school running mode of
diversification to achieve resource integration and long-term sustainable
development.At present,the school China secondary occupation education has rich
and colorful education mode,teaching practice in various forms, some of which are
worth learning mode.Inner Mongolia Boao school as a profitable nature of the
secondary vocational education school, its business model and the enterprise has
similarities.
The article draws on the relevant enterprise strategic management theory,
combined with the actual situation of Boao school,the purpose is to develop a
suitable for their own development strategy. First of all,the article analyzes the
current situation and development path of the school and clarifies the good running
ability and the development ability of Boao school. Secondly,the article analyzes the
development status of secondary vocational education industry in China and the
existence of one. And then,the chapter put forward the corresponding ability of
Boao school to solve the problem of the industry and provide reference for the
analysis of the external environment of Boao School. Then,the article analyzes the
competitiveness of the school in the industry and its own ability. The author analyzes
the advantages and disadvantages of the excellent competition in the industry and
clarifies the advantages of the competition in the industry and provides a reference
for the analysis of the internal environment of the Boao School. After that,the article
summarizes the internal and external environment. The analysis method analyzes the
internal advantages,internal disadvantages,external opportunities and external
threats faced by the school and constructs the SWOT matrix to carry on the
comprehensive analysis to the school. This chapter establishes the strategic goal
suitable for the school's own development,and determines the strategic orientation

as follows: Operational skills of skilled personnel,The western part of the secondary
vocational education industry in the forefront of the industry to improve their market
competitiveness,occupation of market share to explore a mature secondary
vocational education model,and the school's strategic choice for the implementation
of centralized strategy, differentiation strategy and focus on the combination of
teacher strategy strategy. Finally,according to the strategic choice,the article
determine the corresponding series of implementation methods to achieve the
ultimate goal of the school development strategy.
This paper combines the theory and practice to apply the strategic management
theory of the enterprise to the research practice of the development strategy of Boao
school. Combining the characteristics of the school itself and using the information
of the industry and the comprehensive information of theoretical research to clarify
the strategic positioning and implementation methods,it has certain guiding
significance for school enrollment,internal construction, teacher team construction,
operation and management ability,organizational structure adjustment and future
long-term stable development.
