摘要
改革开放以来，经济开发区已经成为我国经济增长的主要驱动力，也是我国政府
创新改革、进行区域战略规划、实行产业结构调整、推动集约经济等举措的中坚力量

开发区的发展和建设重点在于招商引资工作的有效开展，而招商引资工作的核心载体
就是“项目”。在经济开发区快速发展的同时，生产要素资源进一步紧张，新、旧发
展动力转换脱节，优质项目招引难和资金吸附能力减弱等一些问题进一步凸显。同时，
在以往的各地招商引资竞争所带来的政府职能定位不清、财政补贴监控不严紧、“一
事一议”背后的特殊条款、企业无序流动等问题逐渐尖锐，使得现有的开发区管理模
式和招商引资工作方法已难以应对。在这样的背景下，加强顶层设计，构建出科学合
理的且行之有效的项目准入评价体系，进而引导招商引资工作在新的历史时期打开新
的工作局面，切实有效的完成好体制机制改革、助力企业发展壮大、促进产业结构转
型，持续推动开发区发展显得尤为关键

在本论文中，笔者总结了招商引资项目准入评价相关概念及理论，为本论文的撰
写奠定了良好的理论基础；通过对辽源市开发区发展现状进行了介绍，进一步明确了
辽源市经济开发区招商引资工作的必要性；从指标选取原则、指标的选定及确定、指
标权重的确定以及评级方法的选择四个方面对LYS开发集团招商引资项目准入评价指
标体系的构建进行了深入探讨，并制定了一套切实可行的评价体系；从辽源市开发集
团目前招商引资的实际情况出发，提出了切实可行的发展策略。本文主要采用文献研
究法、经验总结法、层次分析法等进行研究，致力于构建科学的招商引资项目准入评
价体系，进一步完善和规范招商引资工作流程，从根源上改变现有困境。希望本论文
能够对于新形势下辽源经济开发区集团公司的招商引资工作提出有建设性的建议

ABSTRACT
SincetheReformandOpeningUp,economicdevelopmentzoneshasbecomethe
maindrivingforceofChina'seconomicgrowth,aswellasthebackboneofChina's
governmentinnovation,regionalstrategicplanning,industrialrestructuringandintensive
economicdevelopment.ThedevelopmentandconstructionoftheDevelopmentZone
focusesontheeffectivedevelopmentofinvestmentattraction,andthecoreofthe
investmentworkisproject.Withtherapiddevelopmentofeconomicdevelopmentzones
atthesametime,thefactorsofproductionresourcesfurthertensions,theoldandnew
developmentofpowerconversionline,highqualityprojectsandfundsadsorptiondifficult
toattractsomeproblemssuchasfurtherhighlights.Atthesametime,inthepastthe
country'sinvestmentcompetitionbroughtaboutbythepositioningofgovernmentfunctions
isnotclear,financialsubsidies,monitoringisnottightthingbehindthespecialprovisions,
enterprisesdisorderlyflowproblemsgraduallysharp,theexistingmanagementmodeof
developmentzoneandinvestmentmethodshavebeendifficulttodealwith.Therefore,to
strengthentop-leveldesign,buildascientificandreasonableevaluationsystemofaccess
andeffectiveprojects,andguidetheinvestmentworktoopenanewsituationinthenew
historicalperiod,theeffectivecompletionofthereform,institutionalmechanismshelp
enterprisesgrow,promotethetransformationofindustrialstructure,promotesustainable
developmentofDevelopmentZoneisthekey.
Inthispaper,theauthorsummarizestheconceptandtheoryoftheaccessevaluationof
investmentprojects,andlaysagoodtheoreticalfoundationforthewritingofthisthesis.
ThroughtheintroductionofLiaoyuanDevelopmentGroupCompanyanditsdevelopment
status,theauthorfurtherclarifiestherelationshipbetweenLiaoyuanThispaperanalyzes
thenecessityoftheinvestmentevaluationindexsystemofLYSDevelopmentGroupfrom
fouraspects:theselectionprincipleoftheindex,theselectionanddeterminationofthe
index,thedeterminationoftheindexweightandtheselectionoftheratingmethod.This
paperputsforwardafeasibleandfeasibledevelopmentstrategyfromtheactualsituationof
attractingforeigninvestmentinLiaoyuanDevelopmentGroup.Thispapermainlyadopts
theliteratureresearchmethod,theexperiencesummarymethod,theanalytichierarchy
processandsoon.Itisdevotedtotheconstructionofthescientificevaluationsystemof
investmentinvitationproject,andfurtherconsummatesandstandardizestheinvestment

flow,andchangestheexistingpredicamentfromtherootcause.Itishopedthatthispaper
canmakeconstructivesuggestionsontheinvestmentworkofLiaoyuanEconomic
DevelopmentZoneGroupunderthenewsituation.
