提出在监管方式上应当采用多样化的监管方式,对于定期检查的时间尺度上应当根
据商事主体的个体差别来拟定检查周期,并且配合不定期的随机抽查来实现对商事
主体的检查,在监管制度上设计除名信用制度。在监管主体上应当进一步的多元化,
将消费者和商事主体纳入到监管的主体中,推动建立完备的市场自律机制。在监管
环境方面,可以结合现有的技术力量建立征信平台,同时通过不断完善相应的法律
法规,来进一步促进商事监管的完善

Abstract
With the prom ulgation of the program of institutional reform and function
transformation of the S tate Council in 2013, th e reform of the comm ercial registration
system in China has been fully implemented. Market access conditions are further relaxed,
the corresponding commercial regulation also changed, from strictly control market access
to the wide into the bat. In the process of the commercial regulation method, the method
requires the corresponding adjustments to adapt to the new changes. This article from the
commercial registration system reform before a nd after contrast with the analysis of the
commercial registration system reform, the present situation of enterprise supervision, and
the commercial registration system reform are analyzed, and the necessity of certain
commercial system reform, We also see the in adequacies of enterprise supervision, using
Cronbach coefficient KMO value and checki ng the reliability and validity of the
questionnaire, according to the contribution analysis to extract the main influence factors,
the main factors that need to be im proved under the new commercia l registration system
are established. Finally from the commercial registration system after the reform way of
business subject regulation, e nvironmental regulation and supervision subject of these
three aspects put forward the corresponding improvem ent measures and Suggestions.
Pointed out that in the mode of regul ation shall adopt diversified approach, for the time
scale of periodical inspection, the inspection cycle sh all be form ulated according to
individual differences of the commercial su bject, and cooperate with irregular random
sampling to realize to examine the business subject, on the supervision system design the
expulsion credit system. On the regulatory body should be further diversification, to
include consumers and business subject in regulatory body, Promote the establishment of a
complete market self-regulation mechanism. In term s of regulatory environm ent,
combination of existing technical forces can es tablish credit information platform. At the
same time, through the continuous im provement of the corresponding laws and
regulations, to further promote the improvement of commercial supervision
