摘要
近些年来,伴随着国家总体经济建设和科学技术的快速发展,尤其是国家对振兴东北老工业
基地的高度重视,促使很多重工业企业迸发出新的生机与活力。黑龙江省作为“十三五”规划中,
振兴东北老工业基地重点扶持对象之一,拥有众多生产大型工业成套装备的企业。伴随着经济全
球化的发展,核电行业日趋受到重视,而核电的发展促使相关产品的需求大大增加,比如本文的
研宄对象一-筒节,近几年的市场需求日趋増加。由于筒节产品的需求量越来越大,加之国产筒
节相比进口筒节费用更加低廉,所以很多用户企业纷纷选择国内的企业进行生产,进而使得筒节
的运输量也日益增加。然而,由于筒节自身具有超高、超宽、超重的特点,尺寸大、重量大且形
状不规则,因此给运输带来了非常大的难度,进而导致运输事故的增加。筒节产品与一般常规产
品不同,一旦发生事故,不仅对企业产生严重损失,对环境、社会都会产生巨大的负面影响

本文以ABC企业筒节产品外委运输为研宄对象,通过对企业的实地走访调査,全面分析该
企业筒节产品运输的现状和存在的问题及外委承运商的现状和存在的问题,着重分析运输业务开
展过程中遇到的风险,包括企业所处的行业环境风险、政策环境风险、道路状况带来的风险、自
营及外委车辆设备可能带来的风险,驾驶员、企业内部各级人员的操作带来的风险等。从ABC
企业实际情况出发,运用历史文献法、案例研究法及事故树分析法,结合内部控制理论、综合运
输理论、风险管理理论和现代第三方物流管理理论的相关理论与研宄成果,通过构建ABC企业
筒节产品外委运输事故树,并加以分析研宄,对各种可能的风险加以识别,根据风险的大小进行
排序,运用事故树分析法,对各类风险进行评价,得出最有可能引发事故的风险因素,从国家、
企业自身及外委承运商三个方面提出具体的、可行的防范对策,如可以通过完善国家政策、加强
对外委运输商的管理、提高员工安全操作意识、制定企业应急管理制度及定期对驾驶员进行安全
教育等,提高运输企业的服务效率,使运输能够更加有序、畅通的进行。也希望本文的研究为将
来相关领域的理论研究或是实际的运用都具有一定的意义和参考价值

Abstract
In recent years, along with the country&39;s overall economic construction and the rapid development
of science and technology, especially the state attaches great importance to the revitalization of the
northeast old industrial base, prompted many heavy industrial enterprises burst out new vigor and
vitality. Heilongjiang Province as the 13th Five-Year plan, the revitalization of northeast old industrial
base is one of the key targets, with many large industrial production equqjment enterprises. With the
development of economic globalization, the nuclear industry is getting more attention. The development
of nuclear power has greatly increased the demand for related products, such as the object of this paper -
cylinder section. The market demand has been increasing in recent years. As the demand for more and
more cylinder section products, besides the domestic cylinder section is the cheaper than import
cylinder section. Therefore^ many users and enterprises have chosen domestic enterprises. Thus, the
fr咖portation of the cyMer section hcreasing day by day. However, because the cylinder section
itself has ultra high,ultra width, overweight characteristics. So it brings great difficulty to transportation.
