摘要
近年来中国的发展世界瞩目,从落后的贫穷国家发展成为世界第二大经济体,不光解
决了十几亿人的温饱问题,开始步入小康社会,人们的生活水平得到很大的提高。而这些
伟大成就很大一部分归功于中国港口的发展,因世界经济日益全球化和一体化,港口作为
各国间货物运输的主要通道显得更加重要

引航肩负着船舶进出港口的操纵,对港口的安全和发展起着重要的作用。由于引航从
业人数少、发展历史短,对排班调度的研究不多,引航员排班系统普遍存在不足。引航员
指派存在效率不高,人为因数主导,引航员和引航艇人力和物力资源的得不到充分的使用
等问题

本文主要通过查阅大量相关文献,查找相关研究经验,对引航指派进行研究。本行业
研究很少,只能借鉴车辆和飞机等调度研究。主要方法是数学建模,运用调度优化求解算
法求取调度优化结果。调度算法很多,通过学习研究,发现匈牙利法简单直观、应用广阔
和在人员配置领域更具优势,非常适合本研究

主要内容是介绍引航员指派流程;介绍引航员指派过程有关因子,如船舶、引航员、
港区、时间等,并对各因子进行参数设定;建立引航指派过程中因子之间的数学函数式,
进行参数差值计算,建立一组矩阵函数;通过匈牙利法求解。结果显示这种方法可行,因
可以建立的函数关系式很多,求取的优化结果也很多。引航员任务指派优化主要有船舶组
合优化和引航员指派优化两个方面。最后运用软件matlab7.0 对引航指派历史数据进行实
验仿真,结果与实际情况一致。指派优化的程度取决于建立合适的函数关系式和准确参数
值,可以根据结果与实际的比较进行参数的修正,最终建立引航员任务指派优化调度系

研究结果表明,运用匈牙利法进行引航任务指派优化是可行和有效的。本研究是开创
性的研究还略显简单,要真正实现引航任务指派优化应用系统则需要进一步进行软件开
发;本研究作为尝试性的探索,目的是对引航调度发展起积极推动作用

The Study of Pilot Assignment Base on Hungary Algorithm
Abstract
In recent years, China develops rapidly and become the focus of attention, which has gone
from having poor economic foundation to being the world’s second-largest economy. Not only the
problem of food and clothing of billions of people is solved, th e people’s living standards has
greatly improved. The main reason is that China’s port industry has developed rapidly .Under the
economical globalization background, the port become more important as transportation links.
The pilot maneuver the vessels coming to the port, which is concern to safe and development
of the port .Due to the number of pilot is small, and the history of pilot is short, the study of
scheduling is rarely , and the scheduling system lack of optim ize. The human factors take a
dominant position, the pilot and material resources cannot get fully used .
In this dissertation, mainly look up related articles and consult relevant experience, study the
pilot’s assignment. Being the small field of industry, there is basic black in this research, only refer
to cars and planes assignment research achievement. The main method is mathematical modeling,
using Hungary algorithm to obtaining the optim um solution .There are m any optimization
algorithm, Hungary algorithm is easy and intuitive , widely used , more effect for staff allocation,
and is useful for this study.
Main content introduce pilot assignment procedure, analysis all kinds of factors in pilot’s
assignment, mathematical quantification of relevant factors, find the function relation between the
various factors in pilo t’s assignment, then using Hungary algorithm to obtaining the optim um
solution and pilot’s assignment system. This method is feasible. There are many appoint relations
between factors, we can get the results from deferent aspect. Pilot’s assignment optimization main
contain optimized pairing of ship and optimization of pilot’s assignment. Finally we use matlab7.0
to run experiment simulations concerning the figure of pi lot’s assignment, the result is sam e as
actual. The result of optimization and the practical application depends on the setting parameters of
relevant factors and the reasona ble model of functional relationship. Parameter modification is
necessary according to the result , then pilot’s assignment optimization system is got.
The result shows that the stud y is practicable of potential applications . This study is a
pioneering and tentative , with the purpose of prom ote pilot’s assignment development. It is
necessary to conduct software development for pilot’s assignment optimization system application.
