摘要
从 2015 年 3 月 15 日中共中央发布深化电力体制改革 9 号文开始,我国电力
行业开启了市场化运行的大幕。电力用户、售电公司、交易中心、发电企业、电
网公司等市场主体逐渐形成,电力市场化交易已经在各个省份陆续开展,因此,
研究售电生态圈不但具有学术价值而且具有实践意义。售电生态圈的概念是从自
然生态圈概念中引申出来的一个概念,为解决电力体制市场化改革出现的诸多问
题提供一个全新的思考模式,同时也为解决这些问题提供了有效的解决办法

本文的主要目的,通过对自然生态圈和售电生态圈进行类比,利用已知的自
然生态圈健康发展的规律来研究售电生态圈的主体属性和内在规律。在此基础上
构建售电圈平台,以北京京茗售电有限公司(以下简称京茗或京茗公司)为例研
究售电圈平台实际运行效果。总结京茗公司在平台运行过程中发现的问题和改进
办法,最终实现对新兴市场主体的售电公司运行提供平台支撑

本文主要研究方法,首先,通过文献研究法和专家访谈法等方式将自然生态
圈类比应用于电力市场领域提出售电生态圈的概念,为后文构建售电生态圈平台
模型提供理论基础和实践依据。然后,通过理论分析法研究售电生态圈的内涵,
提出售电生态圈平台的概念。在这个基础上,根据自然生态圈的概念构建出售电
生态圈平台的结构模型,并确定模型中的组成结构和基本功能。之后,利用功能
分析法根据已经确定售电生态圈平台的模型实现售电生态圈平台。通过带入售电
生态圈模型加以分类梳理调整可以达到使售电生态平台中各个主体在平台的支
撑下实现共赢。最后,使用案例研究法,通过对售电市场主体之一的京茗公司对
售电生态圈平台的使用进行针对性分析,以电流、资金流、信息流为三条主线进
行深入研究进一步验证,并且发现问题和提出了进一步的解决方案

本文成果主要包括两个方面:第一、从理论方面,通过类比自然生态圈构建
出售电生态圈的概念,为理解和响应我国深化电力体制改革提供了一个全新的思
考维度。第二、从实践方面,开发出售电生态圈平台并且以京茗为例对售电生态
平台的实际应用进行了总结出了问题并且提出了具体的改进方法,可以后续进入
的售电公司提供参考

本文结论,售电生态圈与自然生态圈具有可类比性,但是也发现售电生态圈
也具有自身的特点,它超越了自然生态圈的特点,各个主体之间可能存在和平共
处共同发展的可能性,最终实现各个市场主体的共赢

Abstract
From March 15, 2015 the CPC Central Committee issued a deepening power
system reform on the 9th text began, China&39;s power industry opened a market
operation of the curtain. Power user, power supply company, trading center, power
generation enterprises, power grid companies and other market players gradually
formed, power market transactions have been carried out in various provinces have
been carried out, therefore, the study of electricity sales ecology has academic value
and practical significance. The concept of electricity sales ecology is a concept
derived from the concept of natural ecosystems, providing a new way of thinking for
solving many problems in the market reform of power system, and also providing an
effective solution to solve these problems.
The main purpose of this paper is to study the main attributes and inherent laws of
the electric power ecosystem through the analogy between the natural ecosystem and
the electric power ecosystem. On this basis, the platform of selling electricity platform
is built. Taking Beijing Jing Ming Electric Power Co., Ltd. (hereinafter referred to as
Jing Ming or Jing Ming Company) as an example, the practical operation effect of the
selling ring platform is studied. The problems and improvement methods of Jing Ming
Company in the process of platform operation are summarized. Finally, it will provide
platform support for the operation of the emerging market power companies.
In this paper, the main research methods, first of all, through the literature research
and expert interviews and other ways to the natural ecosystem analogy applied to the
field of electricity market put forward the concept of sale of eco-system, for the
subsequent construction of electricity generation platform model to provide
theoretical basis and practice in accordance with. Then, through the theoretical
analysis of the study of the connotation of the sale of eco-system, put forward the sale
of eco-system platform concept. On this basis, according to the concept of natural
ecology to build the structure of the platform to sell electricity ecosystem, and
determine the composition of the model and the basic functions. After the use of
functional analysis method has been determined according to the sale of eco-ring
platform model to achieve the sale of eco-platform. By bringing into the sale of
eco-system model to sort out the adjustment can be achieved so that the sale ofIII
eco-platform in the main support of the platform to achieve win-win situation. Finally,
the use of case studies, through the sale of electricity market, one of the main Jing
Ming company on the use of electricity storage platform for the use of targeted
analysis of the current, capital flow, information flow for the three main line in-depth
study to further verify , And found the problem and proposed a further solution.
The results of this paper mainly include two aspects: First, from the theoretical
point of view, through the analogy natural ecological circle to build the concept of the
sale of electricity ecosystem, to understand and respond to China&39;s deepening power
system reform provides a new thinking dimension. Second, from the practical point of
view, the development of the sale of eco-system platform and the Jing Ming as an
example of the practical application of the sale of eco-platform has summed up the
problem and put forward specific improvements can be followed by the sale of the
company for reference.
This paper concludes that the electricity sales ecosystem and the natural
ecosystem can be analogous, but also found that the sale of electricity ecosystem also
has its own characteristics, it goes beyond the characteristics of the natural ecosystem,
there may be peace between the various co-development of the possibility of common
development , and ultimately the realization of the various market players win-win
situation.
