输配电价的实行使得电网盈利模式发生改变，电网企业如何适应电力体制改
革新环境，需要转变企业运营理念，管理决策，在输配电价实行的情况下分析合
理的运营成本、合理的有效资产、明确的投资能力分析以及资金约束下项目投资
优化决策等
本文首先阐述新电改对电网企业投资运营及管理的影响，对电改政策进行详
细解读，分析影响输配电价的核心要素，为后续的电网运营策略做铺垫
在政策分析的基础上提出电网合理的运营成本分析及电网合理的资产规模，
提出以核减额最小的电网运营成本模式和满足负荷增长要求的电网合理资产规
模。分析输配电价改革对电网投资能力核心要素的影响，提出以电网最大投资能
力为目标，以新增投资限制约束、需求增长约束和平衡账户盈亏约束的电网投资
能力测算模型。针对电网项目投资，提出基于最大投资效益的电网企业新建、扩
建和技改的投资策略，通过具体实例分析优化结果。最后本文提出了在电力体制
改革下输配电网管理工作的的相关管理要求和变化

Abstract
Under the environment of transmission and distribution price reform, the
operating methods and profit patterns of power grid enterprises have changed. The
power grid enterprise operators need to be more refined and pay more attention to cost
management under the reform. At the same time as a radical change in profit pattern
of grid, the unit sales revenue of grid is no longer the price differential
between electricity price and the on-grid price, but the approved transmission and
distribution price.
The profit mode of grid enterprises has changed due to the implementation of
transmission and distribution price, in order to adapt the new reform environment, it is
necessary for grid enterprises to change the operation concept and management
decision, to analyze the rational operation cost and reasonable effective assets, and to
have a clear analysis of investment capacity and funding constraints under the optimal
investment decision-making and so on.
Firstly, the impact of new electricity reform on the investment operation and
management of power grid enterprises was described, then the policy of electricity
reform and the core elements of transmission and distribution price were analyzed, to
pave the way for the follow-up power grid operation strategy.
Secondly, the reasonable operation cost analysis and the reasonable asset scale of
power grid were proposed, the impact of transmission and distribution price reform on
the power grid investment capacity was also put forward, and the maximum investment
capacity calculation model was proposed. In addition, the investment strategy of
newest construction, expansion and technical innovation based on maximum benefit
was presented. At last, the relevant management methods to adapt to the electric power
system reform were put forward in the paper.
