本论文对备件的产生、备件的分类和备件的管理特点等方面进行基础研究，
对国内外先进的需求计划管理、备件采购管理和备件库存管理等管理模式的分
析，结合像锡盟公司这样的风力发电企业，对风机备件管理提供了可能的解决办
法，并提醒管理者要认清先进的管理理念和方法与风电企业的实际存在一定的差
距。通过对公司备件管理部门及其他相关部门的备件管理进行全面的调查研究，
运用鱼刺图分析方法诊断锡盟公司备件管理工作中存在的问题，分析产生问题的
原因；提出通过充分运用集团电子商务系统、对 ABC 分类法改造、对安全库存
储备定额再设计、对风机备件库房改造和加强管理人员沟通培训等手段对锡盟公
司的备件管理工作进行改进，经过改造和运用，证明提出的解决措施和方案是可
行的。但是锡盟公司的备件管理工作还属于初级阶段，需要进一步改进和完善，
同时受到人员因素的限制，许多工作还需要大家共同努力

Abstract
From September 2013 when “Air Pollution Prevention and Control Action Plan”
was issued by the state council, till March 2016 when “Guiding Opinions on the
Establishment of a Guidance System for Targets of Renewable Energy Development
and Utilization ” was published by the State Bureau of Energy, the government has
added enough policy-fuel to the engine of the renewable power industry to thrive.The
continuous growth of wind power company in size and capacity has put forward
higher requirements for wind company’s management as a whole. More and more
attentions have been drawn onto the equipment management of turbine generators
units including spare parts management which is a crucial component in the operation
and maintenance for a wind farm, and which plays a very important role for the
business operation and management of a wind power company. However spare parts
management has been always a tough question for many wind power companies as
these companies are often facing the dilemma---loss of power generation capacity
due to shortage of spare parts at one side and high inventory cost due to too many
spare parts at another side. Therefore it becomes an important goal for the equipment
and spare parts related departments of a wind company---how to manage the spare
parts well in quantity and quality to insure the need of spare parts of the generating
units for reliable operation, and at the same time not to take hold of too much cash
flow of the business. And only with this goal being achieved, high availability and
profit of the wind company can be given the necessary conditions.
This article contains fundamental research on the manufacture, classification and
management features of the spare parts for wind power generating units, and careful
analysis of the management models of demand schedule, purchase and inventory of
spare parts for wind farms. The author reminded the management like Datang
Renewables Xinlingol Wind Power Company that people have to realize there are
certain differences between the advanced managing ideas or methods and the actual
operation situation of a wind power company, and suggested possible solutions for a
better wind turbine spare parts management. Through comprehensive investigation
into the spare parts related departments and management works of departments
related with spare parts at Xinlingol Wind Power Company, the author diagnosed the
current problems of the spare parts management of the company, and analyzed the
reasons for. The author proposed a serious optimization measures including
modification of ABC Classification, redesigning inventory quantum, modification of
spare parts warehouse, intensifying staff’s communication and training, reforming the
spare parts management by introducing Group’s online electronic business system.华北电力大学硕士学位论文

And with theory and facts the author proved that the measures he proposed are
feasible. However the spare parts management work at Xilingol Company is still at
its primary stage and needs to be implemented further. There are also a lot of efforts
to be made due to manpower factor.
