依托信息化技术提升集团公司的管控水平已经成为众多集团公司的首选。通过部
署合理的集团信息化管控系统,利用其实时性强、共享范围广、集成度高等特点,能
使集团总部从整体上把控各下级机构的运行状况,自动整合集团内各子(分)公司的
重要基础数据,并根据需要进行科学的统计分析,形成各类分析报表,不但能满足基
层管理和核算需要,还能为领导层提供决策支持服务,因此也是现代企业集团提高其
核心竞争力的必然选择

JCYY 集团作为行业内标杆企业,其当前信息化水平及其对企业业务系统的支撑
能力在同行业中也处于领先地位。但随着公司的成功上市(2011 年)和集团化进程
的加快,以及分公司及各类分支机构的增多,使公司组织架构越来越复杂,给内部管
理带来了重重困难。集团内部信息传递和信息化管控也表现出多组织、跨区域经营带
来内部管理的失控;审批效率低、领导工作强度大;管控力度不均、手段单一;没有
真正全面发挥预算的管控价值;资金分散等问题,无法实现集团资金的调剂、无法有
效监控下属分、子公司的业务运营,无法快速为企业管理层提供准确的数据,对各类
信息数据的分析利用也达不到预期效果。因此,2015 年集团决策层决定实施以财务
管理为主线的集团信息化管控系统”(GIMCS),以解决集团公司内部对多组织、多
层级管控以及未来集团化扩张的需要

本文以 JCYY 集团的信息化管控系统的实施和评价为研究对象,在跟踪项目实施
的基础上,阐述了 JCYY 集团管控系统的战略规划、设计与实施过程,在集团管控及
信息系统建设相关理论指导下,分析了 JCYY 集团信息化管控系统的设计及主要业务
系统的实施过程,并在此基础上用平衡计分卡思想设计评价指标体系,对 JCYY 集团
管控系统的实施效果进行了综合评价,并在评价的基础上提出了改进建议,一方面有
助于提升 JCYY 集团的信息化建设水平和信息系统的持续优化管理,另一方面也总结
提炼出诸多有益的结论和启示,为同类企业的信息化项目提供借鉴和参考

ABSTRACT
It has become the preferred option for many group companies to promote their
management level by relying on information technology. The appropriately arranged group
information management system can make the group headquarters control the operation of
subordinate institutions as a whole and automatically integrate important basic data from
all the subsidiaries or branches. These data will be analyzed scientifically as needed and
generate all kinds of analysis reports. In this way, group information management system
can not only meet the need of grass-root management and accounting but also provide
decision support services for the leadership. Therefore, it becomes an inevitable choice for
modern enterprise groups to improve their core competitiveness.
As a benchmark enterprise in the industry, JCYY Group’s current information level
and its ability to support the business system is also in a leading position. However, with
the company&39;s successful listing in 2011 and the accelerated process of collectivization as
well as the increase of branches, the company&39;s organizational structure is becoming more
and more complex and difficulties arise in internal management. Group internal
information transmission and information management also have many problems caused
by multi-organization and cross-regional management, such as out-of-control of internal
management, low efficiency of approval, great working intensity for the leadership, uneven
strength and single means of management level, incomplete realization of management
value of budget and dispersion of funds. All the problems lead to the following results:
transfer of group funds cannot be done, business operation of subsidiaries or branches
cannot be effectively supervised, accurate data cannot be quickly provided for management
layer, and the analysis and usage of all kinds of information fail to achieve the desired
results. Therefore, in 2015 the decision layer of JCYY Group decided to carry out the
group of information management and control system(GIMCS), which takes financial
management as the main line, in order to meet the needs of multi-organization
management and multi-level control as well as future expansion of the whole group.
By studying the implementation and evaluation of the information management
system of JCYY group and on the basis of follow-up of the project implementation, this
assay focuses on the strategic planning, design and implementation process of JCYY
Group&39;s control system. Under the guidance of the theory related to the group control and

of JCYY group and implementation process of main business system. On this basis, the
implementation effects are evaluated comprehensively by the evaluation index system that
is designed by Balanced Scorecard and then improvement advices are put forward with. On
the one hand, these advices can help JCYY Group to improve its information construction
level and the continuous optimization of its information system management. On the other
hand, they can also provide many helpful references for the similar enterprises’information
system projects.
