摘要
人力资源是创造社会财富的主体,残疾人人力资源是人力资源的
重要组成部分。本文立足于株洲市残疾人相关统计数据,运用相关理
论对目前株洲市残疾人人力资源的基本特征、政府及社会各界对于残
疾人人力资源开发所采取的措施、存在的问题进行分析,并在此基础
上探寻因应对策和解决方案

通过分析,发现株洲市残疾人人力资源开发存在以下问题:一是
残疾人人力资本含金量不高,造成这一问题的主要原因是基础教育缺
失和培训实践性不强;二是残疾人康复训练不到位,造成这一问题的
主要原因是残疾人康复训练成本太高以及专业性不强;三是无障碍发
展环境缺失,造成这一问题的主要原因是社会观念落后和企业利益导
向本性

上述问题的存在充分说明,进行株洲市残疾人人力资源开发研究
具有必要性,而残疾人人力资源开发实践的不断深入印证了此项研究
的可行性。本文分别从四个层面探讨了上述问题的解决对策:一是从
政府的角度,重点是要突出政府的主导地位,加强宏观引导,分别从
加强残疾人人力资源信息共享网络平台建设、加强对社会组织的支持
和引导、加强对残疾人人力资源的法制保障、提升无障碍环境建设水
平这几个方面进行改进;二是从企业的角度,重点是改善企业内部管
理,通过提高企业社会责任意识,建立良好的激励机制等措施为残疾
人提供良好的职业发展空间;三是重视社会组织作用,整合康复医疗、III
教育培训等资源,在投入既定的前提下,达到资源最优化配置,最大
化共享;四是通过转变残疾人自身观念等措施提高残疾人的主观能动
性,使其变被动接受为主动争取,积极地自我开发。通过这四个方面
的合力,推动株洲市残疾人人力资源开发水平得到有效提升

ABSTRACT
Human resource is the main body of creating social wealth,disabled
human resources is an important part of human resource. This paper is
based on the statistical data of disabled persons in Zhuzhou, analyze the
basic characteristics of disabled human resources in Zhuzhou, the
measures taken by the government and all sectors of society for the
development of disabled human resources and the existing problems
according to the relevant theory , and on this basis, explore the
countermeasures and solutions.
Through the analysis, we found that the disabled human resources
development in Zhuzhou has the following problems: First, the human
capital value is not high, the main reason for this problem is the lack of
basic education and the weak practice of training;Second, inadequate
rehabilitation training for the disabled, the main reason for this problem is
the disabled rehabilitation training cost is too high and the professional is
not strong;Third, the absence of barrier free development environment,
the main cause of this problem is the backwardness of social concept and
the nature of enterprise interest orientation.
The existence of these problems fully illustrates the necessity of
carrying out the research on disabled human resources in Zhuzhou. This
paper probes into the solutions to the above problems from four aspects:V
First of all, focus on highlighting the dominant position of the
government and strengthening macro guidance from the government&39;s
point of view, make improvements from several aspects, such as
strengthening the human resources information sharing network platform
construction, strengthening the social organization&39;s support and guidance,
strengthening the legal guarantee of disabled human resources, improving
the level of construction of barrier free environment;Second,the key is to
improve the internal management of enterprises, establish a good
incentive measures for the disabled,and provide good development space
occupation by raising awareness of corporate social responsibility from
the perspective of enterprise;Third, pay attention to the role of social
organizations, integrate rehabilitation, medical education and training
resources, achieve the optimal allocation of resources and maximize
sharing under the established premise ; Forth, improve the subjective
initiative of the disabled by changing their own ideas and other measures
to make the change from passive acceptance to the initiative, positive self
development. Through the joint efforts of these four aspects, the
promotion of disabled human resources in Zhuzhou has been effectively
promoted.
