摘要
银行业经营的对象是金钱或金钱的替代物,所以其高风险特性不言而喻。近些
年来,商业银行业务发展日新月异,金融衍生品种类繁多,行业竞争剧烈。此外,
互联网金融兴起,网络诈骗猖獗,导致商业银行内、外部管理难度剧增,经营风险
越来越大。本文的研究对象是农业银行县域支行,县域支行的基层网点指的是各个
二级支行及分理处,是直接为广大客户办理业务物理形式的经营场所。基层管理员
工是商业银行基层网点机构最直接面对客户、一线员工的管理人员。主要包括基层
网点主任、网点副主任、运营主管、副运营主管及网点经理。基层管理员工的工作
内容是向一线员工传达上级行的方针政策,同时把基层员工的思想行为状态和网点
日常经营管理状况反馈给上级行,并要组织员工做好日常业务营销与客户服务及网
点其他相关管理工作。随着内外部考核及繁琐事务的增多,如对于农行而言,总行
十分重视每年一季度的春天行动及三季度的激情仲夏业务竞赛活动,要求各级行既
要做好风险防控,同时也要把业绩做上去。活动结束后,将各个行、各个网点业绩
结果进行横向、纵向评比、比较,对任务完成好的网点给与嘉奖,对任务完成不佳
的网点给与惩罚。由于经营业绩的好坏与员工收入直接相关,而基层管理员工作为
一线网点的管理者,他们所受的工作压力可想而知,如同大山,难以翻越。那么他
们该怎么做才能提高自身素质及管理水平呢?这个难题需要基层管理机构所有员
工共同努力协作解决,对此笔者将这个论点作为一个重点课题加以研究。本文采用
实地问卷调查和对分类列图表形式来分析了解农行安庆C支行基层管理员工风险管
理意识现状,目的是剖析他们在工作中有哪些需要解决的问题与尚需提高的不足
点。商业银行作为一个企业,其本质是追逐利益性质的,根据以往经验,上级行把
考核重点一直放在业务经营发展上,追求股东收益和员工收入的最大化。然而,它
又是一个高风险的特殊企业,这决定其管理风险技术的重要性不容忽视。因为为了
获取利润而牺牲风险管理的经营是不长久的,一旦发生风险,其造成的损失不可估
量,甚至会导致银行倒闭,破坏金融秩序,引发金融危机,危害社会和谐稳定。在
论文写作过程中,笔者针对调查问卷及部分员工深度访谈所揭示出来的问题,根据
安庆农行 C 支行具体情况来分析,列出几个提高 C 支行基层管理员工风险管理意识
的有效解决方案。目的是以增强基层管理员工风险意识为基础,进而带动一线员工
风险管理意识同步提高,形成具有 C 支行特色的全员风险管理文化机制,最终是希
望 C 支行长久、稳定、健康的发展

ABSTRACT
The object of banking business as a substitute for money or money, so the high risk

key subject To study. This paper uses the survey and classification of the column chart
form to analyze the basic status of staff awareness of risk management and management
of Agricultural Bank of China Anqing branch C, to find what they need to solve the
problem and still need to improve the deficiencies in the work. The commercial bank as a
