摘要
XX 电信设计院业务流程再造研究
随着通信技术的快速发展,通信设计行业也从提供相对简单的工作到多专业、高
科技方向发展,近几年新成立的设计公司数量很多,有设计院因为适应市场的需求而
发展迅速,也有些设计院却因自身的管理的不足被吞并或解散。通过对这些企业的对
比来看,企业流程的优劣在企业运营方面起着非常重要的作用。
作为管理创新,项目管理流程再造和组织结构变革是电信设计企业运营结构治理
的重要组成部分。项目管理流程再造意味着从传统职能管理向流程管理的转变,意味
着电信设计企业新的组织管理模式和运作模式。不同的客户有着不同的需求,根据客
户需求制定项目管理流程,建立制度和分配资源,根据工艺集成项目管理过程的步骤,
并形成项目管理过程系统,可以提高项目管理的效率和质量,这是科学规范的项目流
程管理实现的关键。
本文从公司现在流程中存在的问题出发,在公司项目投标、项目立项、勘察设计
和项目评审四个关键流程中找出问题,通过改造或优化现有的流程来达到提高生产效
率、节约劳动成本、提升员工幸福指数、提高客户满意度的效果。
勘察设计是设计院的核心业务,勘察设计流程的好坏直接与服务质量相关, XX
电信设计院存在的问题是勘察设计前期讨论不足,文中在勘察设计前增加了讨论研究
环节,避免了重复勘察,也增进了专业负责人之间的相互配合。这样也对后期的评审
起着重要的作用。
在找出设计院现有流程问题的候主要采用了问卷调查法、流程图法等方法,分析
了造成成本过高、效率低下的原因。明确了业务流程中存在的问题之后,根据相关理
论对现有的项目投标流程、项目立项流程、勘察设计流程和项目评审流程进行了再造。
最后对 XX 电信设计院业务流程再造后的效果进行了总结,并展望了后期的改进
工作。

Abstract
Studies on Process Reengineering of XX Telecommunication
Designing Company Business Management
With the rapid development of communication technology, communication design
industry changed from easygoing work to more professional and more high-tech one, the
number of design companies in recent years increased rapidly, for many new companey good
at meetting the needs of the market , quickly developed. on the contrary some design institute
because of lack of its own management got annexed or dissoluted. Through the comparison
of these enterprises, after analysissing the advantages and disadvantages . enterprise process
play a very important role in the operation of enterprises.
As a management innovation, business management process reengineering and
organizational structure change is an important part of the operational structure governance
in telecommunication designing enterprises. Business management process reengineering
means changes from the traditional function management to the oriented process
management, means the new organizational management model and operation mode of
telecommunication designing enterprise. Setting the business management process based on
customer needs, establishing institution and allocating resources according to the process,
integrating business management process steps, and forming the business management
process systems can improve the efficiency and quality of business management, which is
the key to the realization of scientific and standardized business process management.
The company is now in the process of the existing problems, find out problems in the
business bidding, business approval, survey design and business review four key processes,
to improve the production efficiency and save labor cost, improve employee happiness index,
the result of improving customer satisfaction by modifying or optimizing existing processes.
The survey design is the core business of the Design Institute, survey and design
process is directly related with the quality of service, XX Telecom Design Institute is the
question of preliminary discussion of survey and design deficiencies, we enhanced the
discussion and research between the person in charge, to avoid repeated work, they can not
only cooperate with each other but also enhance knowledge of each other. This also plays an
important role in the later examination.
In the process of finding out the existing process problems of the Design Institute, the吉林大学硕士学位论文

flow chart method and someother are adopted, and the causes of the high cost and low
efficiency are analyzed. The problems existing in the business process are clarified, and the
existing business bidding process, business approval process, survey and design process and
business review process are reconstructed according to the relevant cheory.
Finally, the effect of business process reengineering of XX Telecom Design Institute is
summarized, and the improvement in the later stage is prospected.
