本文在综述PPP项目相关研宄的基础上,定义了生态PPP项目的含义和特点,
并梳理了与项目绩效考核体系相关的理论,为后续研宄奠定了理论基础。随后,对
FC生态建设公司现状和项目流程进行介绍,采用访谈法归纳出FC生态建设公司项
目管理过程中面临的主要问题,并分析造成这些问题的原因有项目管理职能不完善、
缺乏辅助工具或文档等,项目管理办公室作为战略性部门可提供建立文档模板、积累
知识、监控项目、成立资源库的功能,据此提出构建项目管理办公室的必要性和可行
性。随后基于项目管理办公室的设立流程和职能定位等理论,并结合公司战略目标和
生态PPP项目特点,制定了适用于本公司项目管理办公室的发展目标与职能定位,
提出将利益相关方管理作为关键职能,设置了相对应的较为完善的内部结构并配置所
需人员,梳理了项目管理办公室与公司其他部门和角色的逻辑关系,明确了在项目管
理工作中各部门间的配合和从属关系。最后,从资源配置、知识支持、绩效考核等方
面解决了当前FC生态建设公司项目管理办公室的最需要实现的核心功能,本文认为
资源配置的核心在于项目评价和排序,提出了项目排序的流程和主观客观指标,并利
用层次分析法构建项目评价递阶结构。从知识获取、模板化储存和培训的角度实现知
识支持功能。结合绩效考核相关理论,分别建立了面向项目和面向职能部门的绩效考
核体系,使项目管理办公室的构建具有可操作性。
通过研究,本文得到的结论包括:若要有效发挥PMO的作用,就必须明确PMO、
公司总经理、职能部门和项目之间的权责关系;PMO参与的项目绩效考核应分为项
目和职能部门考核两部分,PMO和人力资源部门应在考核中承担不同责任。本文考
虑到了生态PPP项目利益相关方关系复杂的特点,在项目管理办公室的职能定位和山东大学硕士学位论文
组织结构中突出利益相关方管理功能的实现。对FC生态建设公司项目管理办公室从
战略规划到功能实现的全流程进行了积极探索,能切实指导FC生态建设公司项目管
理办公室的构建,同时为项目管理办公室的构建和项目管理能力的提高提供了可行的
思路、补充完善了已有理论。

ABSTRACT
By the end of 2016, at least 11260 PPP projects are supported by the government,
including the fields of energy, transportation, agriculture and such. And their operation
modes are also constantly improved. As the leading developer and operator of ecological
tourism park complex in the industry, the business model of FC Ecological Construction
Company is changing from simple sales model of flowers and trees to construction model
of PPP project. Currently, some companies will implement multiple projects
simultaneously, but most of them lack mature theory as a guide during the implementation
of project. Therefore, the most important thing for FC Ecological Construction Company is
to improve the project management capacity and establish project management office
(PMO).
On the basic of summarizing some related researches of PPP project, we can see that
there are few researches on ecological PPP project. This paper defined the concept and
characteristics of ecological PPP project and sorts out the different theory related to the
project performance appraisal system, laying the theoretical foundation for the follow-up
research. Subsequently, the company status and project process were introduced. The main
problems of FC Ecological Construction Company in the process of management were
summarized through interviews, analyzing the reasons as follows: the imperfect project
management function, and the lack of support tools or documents, etc. As a strategic
department, PMO provides following functions: establishing document templates,
accumulating knowledge, monitoring projects, setting up resourse library, and proposing
the necessity and feasibility of constructing PMO accordingly. Based on the theories of
PMO establishment and function orientation, and the combining of company’s strategic
targets and the ecological PPP projects’ characteristics,the paper will introduce how to set
up developmental goals, functions orientation, improve relevant internal structure and
personnel placement, sort out the logical relationships between PMO and other
departments in company, and distinguish the coordination and subordination among
different departments in PMO. And finally, solving FC Ecological Construction Company
PM09s crucial problems from the perspective of resource allocation, knowledge support
and performance appraisal system. At the same time, this paper holds that the core of
resource allocation is project evaluation and priority ranking, including the process of
