西安房地产业发展现状及对策研究
摘要
房地产业是中国国民经济的主导产业,是经济发展的基础性、先导性产业,是国民经济中充满活力的支柱产业之一。其健康发展与否,直接关系到保持国民经济平稳较快增长的大局,关系到满足广大群众基本住房需求的根本利益,关系到实现全面建设小康社会的根本目标。房地产业同时又是济发展到一定阶段的产物。属于第三产业范畴。包括土地的开发,房屋的建设、维修和管理,土地使用权的有偿出让、转让,房屋所有权的买卖、租赁,房地产的抵押贷款,以及由此形成的房地产市场。房地产业涉及房地产生产、流通、消费、管理的全过程

房地产业是拉动经济增长的支柱产业,房地产业链条长,可以带动家具、家电、建设材料产业,促进经济的作用是其他产业无可比拟的。发展房地产业可以拉动内需、扩大消费,加速实现城镇化,央行将继续支持房地产业的发展

“十五”中后期,西安市房地产业得到了快速发展,但也存在一些不容忽视的问题。本文从西安市房地产业的投资环境、房地产供求结构、房地产业与相关产业发展关联度等方面进行了综合评价,分析了西安市房地产市场发展现状及对西安经济的影响,引用层次分析法分析了西安市房地产业存在的问题,明确了西安市房地产业的发展现状及存在的问题。利用灰色系统GM(1,1)模型对未来几年西安市房地产市场需求趋势进行了预测,并从短期和中长期两个方面对西安市房地产市场发展总体趋势做了进一步预测。通过现状分析和预测明确了制约西安市房地产发展的宏观约束条件,并找出西安房地产发展的潜力与不足,提出了解决问题的思路及建议,为政府有关部门制定促进西安房地产业健康有序发展政策及房地产发展规划提供决策依据

Its healthy development or not, the direct relation maintains the national economy steady quick growth the general situation, relates meets the general populations basic housing need the fundamental interests, relates achieves the comprehensive construction affluent society's basic goal. The real estate industry simultaneously is also Jinan develops certain stage product. Belongs to the tertiary industry category. Including the land development, the house construction, the service and the management, the land employment right paid sells, the transfer, house property rights business, rents, the real estate mortgage loan, as well as forms from this real estate market. The real estate industry involves the real estate production, the circulation, the expense, the management entire process.
The real estate industry is the fuel economic growth pillar industry, the real estate industry chain link is long, may drive the furniture, the electrical appliances, the construction material industry, the promotion economy function is other industries is incomparable. The development real estate industry may draw the domestic demand, the expansion to expend, accelerates to realize the urbanization, Central Bank will continue to support the real estate industry development.

Will use the gray system GM(1,1) model to carry on the forecast to the future several year Xi'an real estate market demand tendency, and did from the short-term and the medium and long-term two aspects to the Xi'an real estate market development overall tendency had further forecast. Were clear through the present situation analysis and the forecast have restricted the Xi'an real estate development the macroscopic constraints, and discovered the Xi'an real estate development the potential and the insufficiency, proposed solved the question mentality and the suggestion, formulated for the government Department concerned promotes the Xi'an real estate industry healthy order development policy and the real estate development project provides the policy-making basis.
