摘 要
随着我国加入世界贸易组织，建筑业市场取消各种限制，对世界敞开，我
国建筑业市场将面临前所未有的机遇和挑战。建筑业是我国国民经济发展的支
柱产业之一，在国民经济发展中占有举足轻重的作用。国有大型建筑企业无论
在市场份额、生产产值、技术水平、科研能力等各方面在市场中均占有较大份
额。面对巨大的机遇和挑战，我国建筑业企业，尤其是大型建筑企业，如何调
整自身定位，积极主动地参与市场竞争，就成为一个急待研究、解决的课题。

本论文的研究对象——东北金城建设集团是一家国有大型建筑企业，在建
筑市场，尤其是东北建筑市场中，已有一定的知名度和市场占有率。但企业面
对国有制改革，企业战略仍需制定和完善。本文以东北金城建设集团为案例，
对其企业发展战略的研究，对丰富国有大型建筑企业的战略理论和促进国有大
型建筑企业发展具有指导作用。

本文从战略管理的基本理论入手，以经济学、管理学的知识为基础，结合
建筑行业特点，归纳总结国内、外建筑业战略管理问题的研究成果。探讨建筑
业战略管理的阶段、模式和特点，以及战略管理理论对建筑业带来的影响。

本文运用 PEST 模型、迈克尔波特“五力模型”以及 SWOT 分析等战略分析
工具，对东北金城建设集团的外部环境和内部环境进行综合分析与评价，以识
别公司外部存在的机会和威胁以及内部所存在的优势和劣势，为企业战略的制
定提供依据。

本文根据东北金城建设集团的内外部综合环境分析结果，归纳并选择适合
企业发展的战略类型。针对企业制定的战略类型，提出相关的战略实施保障措
施。本课题的研究从实际案例出发，对许多大型国有建筑企业的管理，尤其是
企业战略管理管理，有一定的借鉴意义。

Abstract
With the entrance into WTO, China will cancel all the restrictions in building
market. It is a special opportunity and challenge for Chinese building industry. Being
one of the most important industries，building plays a crucial role in economic
development. State owned key construction enterprises occupied great share in
market ability，product value，technical level and scientific research, etc. Under the
condition of such challenge and change，Chinese construction enterprises，especially
the key construction enterprises，are facing the problem of how to adjust themselves
to join the competition in market, which become a problem request study.
Dongbei jincheng Constriction Enterprise in this thesis is a big state-owned
enterprise. It has taken a great share in market, especially in Northeast construction
market. But facing the revolution of state-owned company, the problems in strategy
management still request to solve. In this thesis, Dongbei jincheng Construction
Enterprise has been taken as an example to research the strategy management, which
will bring a guide influence to state-owned construction enterprise.
By starting from the basic theory of the strategy management and the basis of
construction industry, some strategy research of construction industry from the local
or abroad professors was concluded. It also focuses on the discussion of the character,
content of the strategy management and the impact due to the strategy in the
construction enterprise.
The analysis tools PEST, Michael Porters Five Forces Analysis and SWOT
will be applied in the study of the external environment and internal conditions of
Dongbei jincheng Construction Enterprise so as to provide theory support for its
strategy design.
The strategy of Dongbei jincheng Construction Enterprise was concluded from
the research result of its external and internal environment. Relative implementations
will be made according to the strategy. This topic through the actual case study will
make use of reference for many state-owned construction companies, especially
strategy management.
