从2007年开始,我国的保障性住房建设进入了快车道,并开始强调租
赁型的保障房建设。2010年6月,《关于加快发展公共租赁住房的指导意
见》(建保[2010]87号)正式公布,旨在解决城市中等偏低收入家庭住房困
难。“十二五”规划纲要明确提出,重点发展公共租赁住房,逐步使其成为保
障性住房的主体。大力发展公租房,是住房保障的客观要求,也是我市人地
资源的现实要求。2011年6月30日,A公司在北京揭牌成立,由财政一次
性注资100亿元,为全国最大规模保障房专用投资、建设、管理平台,专门
负责北京市公租房及其他保障性住房投融资、建设、运营管理,承担着今后
北京市住房保障的社会重任。因此,以该公司为研究实体,对公租房的中长
期建设运营发展战略进行深入、系统地研究,是当前一项重大而迫切的任务。
本文通过对A公司外部环境、内部条件进行透彻的分析,从而制定出中
长期发展规划。

BEIJING PUBLIC RENTAL CONSTRUCTION AND
OPERATION OF LONG-TERM STRATEGIC
DEVELOPMENT PLAN BASED ON THE CASE OF A
COMPANY
ABSTRACT
Since 2007,we speed up the affordable house construction and start to emphasize
the affordable house for public rental. In June 2010,6 On accelerating the development
of public rental housing guidance5 was formally published. The purpose of this article
was to solve the housing difficulty of low-income family. “ Twelve Five pointed out,
pay attention to the public rental housing and make it the majority of the affordable
housing construction. Devoting major efforts on developing the public rental housing is
the objective requirement of housing assurance and the practical requirement of our
people and land resources. On June 30th 2011,A company was funded in Beijing with
100 million RMB from the government. A company is the biggest platform of affordable
housing investment, construction and management in China, and is responsible for the
public rental and other affordable housing investment, construction and management in
Beijing. A company will take the responsibility of housing assurance in Beijing in the
future. Thus, It is the most important and urgent task to deeply and systemically study
the development strategy of public rental housing long-term construction.
This article thoroughly analyzed the outside environment and inside condition of A
company, to make the long-term development plan for the company.
