意识的提升,银行卡越来越成为重要支付工具,渗透进入社会生产的各个领域。

银行卡产业已经成为金融业不可或缺的支柱产业。

内蒙古自治区的银行卡产业与全国比还存在较大差距,部分发卡银行盲目

追求发卡数量,忽视了发卡质量和银行卡延伸功能的拓展;银行卡受理环境建

设仍需加强,盟市间区域发展不平衡、特别是农村牧区银行卡受理环境亟待改

善;发卡、收单机构落实银行卡安全管理相关法规、制度仍需进一步加强。为

进一步发挥银行卡产业对国民经济的促进作用,推动农村牧区支付环境的持续

改善,落实自治区党委、政府“8337”战略和发展县域经济的部署,提升内蒙

古地区支付产业的竞争能力,全面把握内蒙古地区银行卡市场竞争的现状,深

入分析内蒙古地区银行卡产业存在的问题和面临的机遇,及时调整发展方向,

加快改革创新,及时制定相应的发展对策,已成为一项十分紧迫的任务。

本文试图调查分析内蒙古银行卡产业存在的问题和困难、面临的机遇,利

用钻石模型对银行卡产业各方进行分析,做出产业发展趋势判断,利用银行卡

改善农村牧区支付环境、引导和刺激消费、降低社会交易成本、完善税收和公

务消费监督等功能,提出符合内蒙古实际、健康可持续的银行卡产业发展战略。

Abstract

Finance is the key point of modern economy. As the lifeblood of payment system

of the financial industry, bank card has become an important media of modern

payment system. Industrial Bank card has become a pillar industry indispensable.

With the development of national economy and raising awareness of the cardholders,

bank card have become indispensable tools for cardholders in social life and

permeated all areas into social production. Bank card,truly applied in too many

industries. Is part of industries of financial area.

The Inner Mongolia Region bank card industry, comparing to other areas of our

country, is still a big gap. Some banks, which cause the blind pursuit of the number of

card issuing bank, ignored the expansion card quality and bank card extension

function; bank card acceptance environment construction still needs to strengthen,

City regional development is not balanced, especially bank cards accepted

environment needs to be improved in rural and pastoral areas; issuing, collection

single institutions for implementing the security of bank card management

regulations, system still need to be further strengthened. To further enhance the bank

card industry role in promoting the national economy, promote the continuous

improvement of rural a pasturing area payment environment, the implementation of

Party committee, government M 8337 strategy and the development of county

economy deployment,enhance the ability of payment industry in Inner Mongolia area.

Inner Mongolia area comprehensive grasp the status of bank card market competition,

in-depth analysis of Inner Mongolia bank card industry problems and opportunities,

and timely adjust the direction of development, speed up the reform innovation,

formulate the corresponding development countermeasure, has become a very urgent

task.
