摘 要
现代企业的人力资源管理作为一种有效的企业管理方式,怎样有效构建一
个人力资源管理的平台和体系,最大化发挥人力资源管理六大模块的功能,增
强企业活力和核心竞争力,促进企业发展和提高企业市场地位等,是现代企业
人力资源管理的核心与目的。企业如何突破传统的管理模式,把人上升到资源
的角度进行配置与管理,如何以人为中心,通过有效地进行人力资源规划、人
力资源开发、人力资源配置、人力资源正确评价和人力资源合理激励等方面职
能,从而构建科学有效的“招人、育人、用人和留人”人力资源管理机制。为
员工提供一个有利于个人价值最大发挥的公平环境,给员工提供必要的资源,
在赋予员工责任的同时也进行相应的授权,保证员工在充分的授权内开展自己
的工作,并且通过科学有效地制定激励机制来调动员工的积极性,在对员工潜
能、行为特征和个人绩效进行公平评价的基础上给予相应的物质奖励和精神激
励,有效激发员工在实现个人自我价值的基础上为企业的可持续发展创造价值。

本文以苏州宝兴电线电缆有限公司人力资源战略管理为研究对象,从人力
资源管理理论阐述开始,采用 SWOT 方法对苏州宝兴电线电缆有限公司人力资源
管理状况进行优劣势态的分析。在此基础上,对宝兴公司人力资源战略管理进
行规划,其中采用了平衡计分法对公司员工绩效问题进行了重点分析,最后对
宝兴公司人力资源战略管理的实施保障措施提出了适当的建议。

Abstract
Modern enterprise human resources management as an effective management
mode, how to effectively construct a human resource management platform and the
system, maximize the human resource management of the six modules function,
enhance the vitality of enterprises and the core competitiveness, and promote the
development of enterprise and improving the status of the enterprise market, is the
modern enterprise human resources management the core and purpose. Enterprise
how to break traditional management mode, give rise to the resources angle carries
on the disposition and management, with factitious center, through effective human
resource planning, human resources development, human resources, human
resources evaluation and human resource incentives such as functions, so as to build
a scientific and effectiverecruiting, education, and employmenthuman resource
management mechanism. To provide a conducive to value play fair environment, to
provide staff with the necessary resources, giving employees the Tongshijinxing
Xiang authorization, ensure the staff in the full authority to carry out their work
within, and through the development of scientific and effective incentive mechanism
to mobilize the working enthusiasm, in the capacity of employees, behavior
characteristics and performance on the basis of a fair evaluation to give the
corresponding material motivation and spiritual motivation, motivate staff to achieve
self-worth basis for sustainable development of enterprises to create value.
Limited to Suzhou, Baoxing wire cable strategic management of human
resources for the study, human resource management theory expounded SWOT

Cable Co., Ltd. Human Resource Management status. On this basis, Baoxing HR
