摘 要
大庆油田矿区服务事业部作为油田后勤服务保障单位,承担着保障生
产、服务生活、维护稳定的重要职责,其中的物业供热业务是事业部的三大
业务之一,占有较大比重,因此,该业务能否持续健康发展对事业部的整体
发展具有重要影响。一直以来,物业供热业务的发展缺乏系统的规划设计,
存在发展思路、发展目标不清晰、保障措施不到位等问题,使人、财、物还
没有发挥最大效应。按照中石油矿区服务系统专业化、市场化、社会化发展
方向要求,油田物业供热业务如何依靠科学的规划作指导,进一步优化资源
配置,抢抓发展机遇,谋划可持续发展是亟待解决的问题。因此,本文通过
对物业供热业务发展规划进行设计,可以为实现该业务持续健康发展具有指
导意义,同时,对中国石油其他矿区物业供热单位开展规划设计工作有一定
的借鉴意义。

本人在深入研究国内外有关战略管理、企业规划编制、物业供热管理发
展趋势等问题的基础上,根据战略管理、规划设计等相关知识,运用
SWOT 分析法、理论分析和实践分析相结合、定性分析和定量分析相结合
的方法,首先从事业部物业供热业务的特殊性、自身优势以及存在的问题等
方面进行分析,从物业供热业务所面临的国家以及地方的政策法律环境、经
济环境因素、文化地理因素以及行业发展态势进行外部环境分析,客观审视
该项业务所具有的优劣势。按照 SO、WO、ST 和 WT 四种战略类型,本着
扬长避短的原则,提出了发展规划设计原则、依据、期限、发展定位、发展
目标以及专项规划支撑等方面内容,构架了物业供热业务未来五年的发展规
划总体框架。为了保证规划的顺利实施,明确了规划实施主体及责任划分,
通过调整组织结构、优化人力资源、调控财务资源、完善服务标准、建设企
业文化等重点工作,为规划的顺利实施奠定坚实基础,将加强过程监控、强
化绩效考核、开展效果评估以及评估结果反馈等作为规划实施的保障措施,
使未来五年发展规划既有明确的目标引领,又有具体的措施保证和效果评
估,特别是通过对规划进行效果评估,有助于结合形势发展、企业需求,适
度调整规划目标及措施,确保规划的有效执行。

Abstract
Logistics Department of Daqing Oilfield, as a logistics service and suppor
division, takes the important responsibility of production support, daily life
service and stability maintenance. Real estate heating service, one of Logistics
Department’s three main businesses, takes a very important status. Therefore,
sustained and healthy development of property heating service has very
important effects on whole development of Logistics Department. However,
development of heating service always lacks of systematic planning and design
and has some problems including unclear development considerations and target
and inadequate guarantee measures, which leads that it is difficult to take full
advantage of manpower, material resources and financial resources. According to
CNPC’s requirements for specialization, market-oriented and socialized
development directions of logistics departments and divisions, how to develop
oilfield property heating service by scientific planning and design and to
optimize resources allocation further, seize opportunities and design sustained
development has become a problem demanding prompt solutions. Therefore,
through the design of development plan for real estate heating service, this thesis
can provide some guides for sustained development of heating services and also
offers some valuable references for the related business of other heating
companies of CNPC.
Based on in-depth research on related strategic management, corporation
planning and development trend of heating service management of China and
foreign countries and according to the related knowledge on strategic
management and planning and design, through the application of SWOT Analysis,
integration of theoretical analysis and practice and the integration of quantitative
analysis and qualitative analysis, the author carried out an analysis of enterprise
internal conditions from the angle of particularities of real estate heating services
of Logistics Department, its own advantages and existing problems; made an
enterprise external environment analysis from the following factors, including
national and local policies and laws, economic environments, cultural and
geographic factors that heating services have to face and the development state of
heating services; and finally surveyed the advantages of property heating services
objectively. In accordance with four strategic types, namely SO, WO, ST and WT,
and in conformance with the principle that foster strengths and circumvent
weaknesses, design discipline, basis and allotted time of development planning,
development orientation, development targets, and development principles and
special planning of real estate heating services all have been improved in this
thesis. Meanwhile, the author has proposed the next five-year development
planning for heating services of Logistics Department in this thesis. In order to
guarantee the successful implementation of development planning, implementing
body and duty allocation have been clearly defined. Organization structure
adjustment, human resources optimization, financial resources adjustment and
control, service standard improvement and enterprise cultural construction will
lay a strong foundation for successful implementation of development planning.
Enhancing process supervision, strengthening performance appraisal, carrying
out effect evaluation and evaluation result feedback will be taken as the
guarantee measures for planning implementation. All the above measures enable
the next five-year development planning to have clear development target and
specific implementation guarantees and effect evaluation as well. Particularly,
effect evaluation of development planning will contribute to the appropriate
adjustment of targets and measures of development planning and effective
implementation of development planning on the basis of development situation
and enterprise demands.
