摘要
绩效管理起源于二十世纪七十年代的美国,备受各行业管理者青睐。随着“新公共
管理运动”的深入开展,政府绩效考核逐渐成为西方发达国家控制政府部门提高政府工
作效率,推动政府改革,改善政府形象的重要方式。二十世纪九十年代,绩效管理的
思想传入中国,并逐步应用于政府机关的管理工作中。近几年,我国海关在实行机构
改革和职能转变过程中,也幵始关注海关绩效考核的应用和推广。

本文以黄埔海关为研究对象,通过实证分析法、文献研究法、调研访谈法等研究
方法,针对其现行绩效考核的成果进行分析,发现问题并深入剖析问题产生的真正原
因。以解决这些问题为出发点,确定黄埔海关绩效考核以对隶属海关为主体,考核围
绕海关的职责能力展幵,有针对性的设计出黄埔海关绩效考核体系。

借鉴国内外成功的绩效考核经验,结合黄埔海关的绩效现状,论述了应用关键绩
效指标考核法对黄埔海关进行绩效考核的可行性,根据职责分析法,挖掘其核心职责
和业绩重心,建立了一级领域考核指标,并对应每个一级领域确定其二级领域指标,
建立了黄埔海关绩效考核体系的考核指标。在关键绩效指标考核法的基础上,使用德
尔菲法、对偶加权法、层次分析法确定了各具体考核指标的权重;采用业绩评定表与
交替排序法相结合设置评分标准,明确了考核指标的评分方法,设计出黄埔海关绩效
考核体系,形成黄埔海关绩效考评办法。运用计算机ACCESS软件建模,结合EXCEL
软件对考核结果进行展示和结论有效性分析。论文的研究对黄埔海关进一步从战略的
高度提升海关职能效能具备直接的针对性和可操作性,同时也是对现有绩效考核方法
的提升和完善,将海关大监管体系的深度建立向前推进了一大步。

本文共由六章构成,第一章介绍论文的研究背景、意义、研究方法,对本文的研
究内容和思路进行解释说明。第二章介绍相关文献综述,对绩效、绩效考核、海关绩
效、绩效管理理论和具体工具进行阐述,为应用关键绩效指标考核法理论的黄埔海关
绩效考核的研究提供丰富的理论基础。第三章对黄埔海关进行了简介,介绍黄埔海关
绩效考核现状,根据黄埔海关在绩效考核意义、体制、价值、落实等方面存在的问题
进行分析,找出现有绩效体系中存在的问题和不足,明确了以隶属海关为主体的黄埔
海关绩效考核体系的必要性和可行性。第四章运用职责分析法,建立黄埔海关绩效KPI
指标,釆用德尔菲函询法、对偶加权法方法计算指标权重,业绩评定表与交替排序法
相结合设置评分标准,设计出黄埔海关绩效考核体系,形成黄埔海关绩效考评办法。

第五章对形成的考评办法进行预评估,计算机ACCESS软件建模,结合EXCEL软件
对考核结果进行展示和结论有效性分析。结论对论文进行总结。

ABSTRACT
The achievements management origins from the 20th century 7039;s US, then was rapid
obtained vaious professions superintendent39;s favor. With the new public management
movement in depth, this tool is becoming more and more in Western countries to improve
government management, to promote government efficiency, polish the government39;s image.
1990s achievements management thought spreads to China,and applies gradually in
governmental agency39;s supervisory work. In recent years, The Customs Department is
experiencing the institutional reformation and the functional transition, we also put heavy
attention to the implementation of the Customs Performance Evaluation.
In this paper, we set Huangpu Customs as studying object, though the empirical
analysis, the literature research, the interviewing method and manty other ways, analyse the
current performance evaluation results,find the problem then figer out the reason. As for the
purpose of solve these problems, we set Huangpu Customs and its Membership Departments
as studying object, circumflise responsibility of Customs, finally design a targeted
performance appraisal system for Huangpu Customs.
Drawing on the experience both here and abroad, contacting the current situation, we
expound on practicability of using KPI (Key Performance Indicator)in Huangpu Customs
Performance Evaluation. Based on analysis of responsibility,excavated key-point of
achievement, we set the First level Evaluation Index. Acting in response of the First level
Evaluation, we make the Second level Evaluation Index as well.
Based on Key performance Indicator, we use Delphi Technique, Dual weighted
Method, Analytic Hierarchy Process, etc. to make sure each level of customs performance
index weight. Then we definit Performance Evaluation Form and Alternative Ranking
Method as our score-standard, finally ensure the way to decide on workpoints. At last, a
clear assessment scoring method was made clear, candidate use the ACCESS software
modeling, and show the achievement though the EXCEL software. This research has
pertinency and maneuverability for Huangpu Customs promotion of functions and efficiency,
advances Customs Supervison39;s System as well.
This paper consists of six chapters. Chapter 1 introduce background, meaning of this
research and research methods. Expounding contents and mentality of this paper as well.
Chapter 2 quote related literatures about performance, performance appraisal, performance
of customs, theory of performance management,and its specific tools. So we provide a
abundant theoretical basis for using KPI in research of Huangpu Customs Performance
Evaluation. Chapter 3 introduce Huangpu Customs and the present situation of Performance
Appraisal of Huangpu Customs,according to significance, corporeity, value, practice, etc.
find the problem of current system. Though analysis of these questions, candidate ascertain
the necessity and feasibility of the performance appraisal system of Huangpu Customs.
Chapter 4 based on analysis of responsibility, we establish Huangpu Customs Performance
KPI-Index. Then we use Delphi Technique, Dual weighted Method to calculate the index
weight, definit Performance Evaluation Form and Alternative Ranking Method as our
score-standard.Finally we design the Performance Evaluation system of Huangpu Customs,
find out the way to appraise Huangpu Customs Performance. Chapter 5 predict effect of
appraise method, establish model with the ACCESS software, analyse effectiveness of the
system, show the appraise result with EXCEL software. Conclusion summarize the whole
article.
