摘要


我国经济发展过程中对生态文明建设和环境保护工作重视已久,而我国的生态文
明建设事业的主要推手是环保产业。CS公司是山东济宁一家专业从事污泥治理设备
的环保公司,公司在城镇污泥处理领域拥有核心技术。当前公司正处于国家环境治理
重点领域的风口,如何正确分析公司内外形势,把握大环境的机遇,制定正确的公司
发展战略并推动战略有条不紊地落地实施,对当前公司的发展是一件至关重要的工作。
本文首先对企业发展战略的理论进行了总结,明确了本文涉及的概念,并对已有
的环保企业发展战略的研究进行总结,对有关环保业务、环保技术的文献进行分析和
评述,作为全篇论文的理论基础。通过对 CS公司发展现状分析,CS公司在发展过
程中存在发展战略方向不科学、战略实施与控制不到位、组织结构不适配、动态管理
不足等问题。
其次,本文对 CS公司外部环境进行 PEST分析,得出国家政策利好、环保产业
发展潜力大、社会认可度高、技术要求较强等结论;通过构建五力模型,分析出当前
污泥处理行业发展迅速,竞争激烈,部分传统企业、国内外大型企业相继涌入,替代
产品技术迭出,虽然在供应商议价能力方面占有一定优势,但是污泥处理设备是买方
市场,买方不具备产品的议价优势。
此外,本文还对 CS公司内部发展环境进行分析,了解公司基本情况,分析公司
资源,CS公司虽然在技术上有一定优势,但在规模化处理方面还有短板,现有技术
工人能够满足当前生产需要,公司资产运转率低,品牌不够强,客户较为集中。分析
公司能力,CS公司与高校合作,可以直接承担科技转化成果,在生产、销售方面也
有自己固定的模式渠道,并且注重售后服务。
最后,对 CS公司进行 SWOT分析,其优势主要是技术优势,劣势主要是品牌度
低、文化建设滞后等,机会主要是环保产业大环境发展形势向好,威胁主要是资本市
场进入、上下游战略延伸等。根据 SWOT分析结果,结合 CS公司的使命愿景,制定
了加强型发展战略,并从产品开发、市场营销、人才建设、融资等方面分别提出了战
略实施措施。
本文为 CS公司提供了战略制定理论依据,为公司在市场开拓中打造并保持竞争
优势提供决策参考。同时,也为环保行业其他企业的战略制定、战略选择和战略实施
提供理论分析框架和决策参考。

ABSTRACT
The construction of ecological civilization and environmental protection has been
attached great importance to for a long time in the process of economic development in
China, and the main driving force of the construction of ecological civilization in China is
the environmental protection industry.CS company is an environmentalprotection
company specialized in sludge treatment plant in Jining, Shandong province. It has the
core technology in the area ofsludge treatment. The company is right in the front line of
the key areas of national environmental governance. What is of great significance to it is to
properly analyze the situation inside and outside the company, seize the opportunity
brought by the major trend, develop an appropriated development strategy and implement
it in an orderly way.
Firstly, this paper summarizes the theory of enterprise development strategy, clarifies
the concepts involved in this paper, summarizes the existing research on the development
strategy of environmental protection enterprises, and analyses and reviews the literature on
the new normal economy, environmental protection business and environmental protection
technology as the theoretical basis of the whole paper. Through the analysis of the
development status of CS company, there are some problems in the development process
of CS company, such as unscientific development strategy direction, inadequate strategy
implementation and control, inappropriate organizational structure, inadequate dynamic
management and so on.
Secondly, this paper carries out PEST analysis on the external environment of CS
company and draws the conclusion that the national policy is favorable, the development
potential of environmental protection industry is great, the social recognition is high, and
the technical requirements are strong. By building a young model, analyze the current
sludge treatment industry has developed rapidly, competition is intense, some traditional
enterprises, largeenterprises at homeand abroad successively,alternative product
technology, although has certain advantage in supplier bargaining power, but the sludge
treatment equipment is a buyer's market, the buyer does not have the product of bargaining
advantage.
Inaddition, thispaper alsoanalyzethe CScompany internaldevelopment
environment, understand the company's basic situation, analysis of corporate resources, CS
company although has certain advantage in technology, but there are still short in
