现有航线网络，提高资源利用水平，提升安全与服务能力，强化企业管理能力，进而
提升机场集团竞争力。
论文先阐述了研究背景和选题意义，并介绍了战略管理相关理论基础，再通过运
用 PEST、波特五力模型的方法，对 DSN机场管理集团外部环境进行深入分析，列出
当前 DSN机场发展所面临的机遇和威胁，通过调研和数据统计的方法对 DSN机场内
部环境进行深入分析，得出当前 DSN机场的优势和劣势，使用 SWOT矩阵分析工具，
综合研判发展优势、劣势、机遇和挑战，分析得出 S0、ST、WO、WT四种战略备选
方案，结合 DSN机场的战略定位及战略目标，选择密集增长战略为 DSN机场管理集
团现阶段的发展战略，最后并提出发展战略实施与保障。
论文提出的 DSN机场管理集团的发展战略，一方面对 DSN机场管理集团的发展
有实际的指导意义，为提升 DSN机场管理集团的竞争力提供参考，助力鄂尔多斯市
的高质高效发展，另一方面可为其他中小型机场在面对全新竞争环境，制定发展战略
时，提供理论借鉴和现实指导。

is facing the transformation and upgrading of industrial structure and
vigorously developing the tertiary industry. DSN Airport is facing major

expanding basic aviation services, meeting the needs of people for a better
life, and maintaining the healthy and steady development of air
transportation.In this context, it is necessary to study the development
strategy of the DSN airport management group, to develop with the local
