随着社会化生产方式的持续发展,市场竞争已经从单一客户间的竞争转变为供应链
之间的竞争,同一供应链内部成员彼此依存。供应链中赊销现象广泛存在,甚至已成为
一种主流的交易形式,同时因为处在供应链中上游的供应商多以中小企业为主,缺乏相
应的抵押资产,所以难以借助传统信贷方式从银行获得资金支持。进而直接影响其后续
发展,甚至导致后续发展的“断链”。确保供应链的生存与稳健发展,提升其资金运作效力,
最大化地减少供应链管理成本,已经成为该领域研究的一个关键性问题。
对于建筑供应链管理行业,目前存在一些突出问题:第一,房地产行业随着市场周
期进入低谷期,房地产开发商融资受三条红线政策限制,经济下行购买力减弱,销售资
金回笼减慢等因素影响,付款能力减弱。而建设总包商在开发商没有能力付款时,也很
难确定账期,为避免垫资付款而减少应收账款确权,使供应商应收账款质押贷款业务很
难推进;第二,市政工程行业因为地方政府累年欠债甚多,付款期限难以确定,总包商
同样很难在不确定账期的情况下确认应收账款,使得应收账款质押贷款推进停滞不前。
第三,作为供应商的中小企业既往生产运营,施工管理,财务制度等不规范,融资时难
以通过金融机构尽调。鉴于目前面临的问题,建筑供应链管理企业急需找到解决方案。
基于以上这些行业问题,本文系统剖析了内蒙古筑建供应链管理有限公司的外部和
内部环境,其中外部环境运用了 PEST等分析法,并介绍了建筑供应链行业的发展现状,
运用 SWOT分析法分析出筑建供应链管理公司的机遇和挑战。内部环境分析了内蒙古筑
建供应链管理有限公司的发展现状与存在的问题,分析出了企业的优势与劣势。在此基
础上采用 SWOT分析工具进行了综合分析,确定了公司的愿景、定位和战略目标以及今
后整体发展选择多元化战略,具体服务项目应该选择供采平台服务的密集成长型发展战
略、供应链金融服务的市场拓展发展战略与供应链管理咨询服务的后向一体化发展战略
最后本文从加强三项服务协同性、强化技术可持续优势、深化技术开发等六个方面,为
实施目标战略提出了保障措施。

ABSTRACT
With the continuous development of socialized production mode,
the market competition has changed from the competition between
single customers to the competition between supply chains, and the
internal members of the same supply chain depend on each other. The
phenomenon of credit sale in the supply chain is widespread, and even
has become a mainstream form of transaction. At the same time,
because most suppliers in the upper reaches of the supply chain are
mainly small and medium-sized enterprises and lack corresponding
mortgage assets, it is difficult to obtain financial support from banks
with the help of traditional credit. And then directly affect its
subsequent development, and even lead to the "broken chain" of
subsequent development. Ensuring the survival and steady
development of supply chain, improving its capital operation
effectiveness and minimizing supply chain management costs have
become a key issue in this field.
For the construction supply chain management industry, there are
some prominent problems: first, as the real estate industry enters the
trough period with the market cycle, the financing of real estate
developers is limited by the three red line policies, the purchasing
power of the economic downturn is weakened, the return of sales
funds is slowed down and other factors, and the payment ability is
weakened. When the developer is unable to pay, it is also difficult for
the construction general contractor to determine the accounting
period. In order to avoid advance payment, it is difficult to reduce the
confirmation of accounts receivable, which makes it difficult for the
supplier to promote the pledge loan business of accounts receivable;
Second, the municipal engineering industry has a lot of debts from
local governments over the years, so it is difficult to determine the
payment term. The general contractor is also difficult to confirm
accounts receivable under the condition of uncertain accounting

period, which makes the promotion of accounts receivable pledge
loans stagnate. Third, the past production and operation, construction
management and financial system of small and medium-sized
enterprises as suppliers are not standardized, so it is difficult to make
full adjustment through financial institutions during financing. In view
of the current problems, construction supply chain management
enterprises urgently need to find solutions.
Based on the above industry problems, this paper systematically
analyzes the external and internal environment of Inner Mongolia
Construction Supply Chain Management Co., Ltd., in which the external
environment uses PEST analysis method, introduces the development
status of construction supply chain industry, and uses SWOT analysis
method to analyze the opportunities and challenges of construction
supply chain management company. The internal environment
analyzes the development status and existing problems of Inner
Mongolia Construction Supply Chain Management Co., Ltd., and
analyzes the advantages and disadvantages of the enterprise. On this
basis, the SWOT analysis tool is used for comprehensive analysis to
determine the vision, positioning and strategic objectives of the
company and the diversification strategy for overall development in
the future. The specific service items should choose the intensive
growth development strategy of purchasing platform services, the
market expansion development strategy of supply chain financial
services and the backward integrated development strategy of supply
chain management consulting services. Finally, this paper starts from
strengthening the synergy of the three services Strengthen the
sustainable advantages of technology and deepen technology
development, and put forward safeguard measures for the
implementation of the target strategy.
