康复医学作为研究帮助失能人群实现生活自理、回归社会的重要学科,其临床地位
和社会关注度持续提升。我国康复医学起步晚,康复设备研发多以国外设备为标杆跟随
发展,研发管理系统性、科学性不足导致研发效率低下,无法精准响应康复医学的快速
发展需求。
本文通过对精益研发体系的演进过程进行梳理,结合国内康复设备研发面临的主要
困境,以国内最大的科创板上市康复设备研发生产型企业 Z公司为研究对象,从组织架
构、研发过程控制、项目管理评价机制等方面进行分析。发现研发过程中存在的流程冗
余浪费、研发人员流失严重、知识信息管理系统性差、研发平台搭建不完善等问题。运
用 4×4矩阵分析法,利用系统工程思维,从时间维、逻辑维和知识维度对研发过程统
筹管理,构建了包括研发流程、团队建设、知识信息管理、研发平台搭建、多维度精实
绩效指标(KPI)考核体系的精益研发体系。从公司重视度、制度建设、创新机制与信息
化平台建设对精益研发体系实施保障措施进行了分析,使用 PDCA循环对精益研发体系
进行持续改进。通过对比精益研发体系实施过程中的研发人员投入、研发费用投入及研
发项目成果、新产品销售额指标的动态变化,各类指标增长预计大于 24%。通过对 Z公
司研究,精益研发体系作为康复设备研发管理的重要工具,不仅能够促使企业高效、精
准的研发满足临床需求的康复新产品,为企业研发管理系统性、团队稳定性奠定坚实基
础,使企业在面对来自国外康复同行的冲击时,有足够的产品创新、技术保障。

Abstract
As an important discipline to research and help disabled people to take care of themselves
and return to society, its clinical status and social attention continue to improve. Although
China's rehabilitation medicine started late, the research and development of rehabilitation
equipment takes foreign equipment as the benchmark. The lack of systematic and scientific
research and development management leads to low research and development efficiency,
which cannot accurately respond to the rapid development needs of rehabilitation medicine.
Through sorting out the evolution process of lean research and development system and
combining with the main difficulties faced by domestic rehabilitation equipment research and
development, this paper takes Z Company, the largest rehabilitation equipment research and
development manufacturer listed on the Science and innovation Board in China, as the research
object. And analyzes the organizational structure, research and development process control,
project management and evaluation mechanism. Which has the problems in the process of
research and development, including redundant waste, serious loss of research and development
personnel, poor knowledge and information management system, and imperfect construction
of research and development platform. Using 4*4 matrix analysis and the system engineering
thinking, from the time dimension, logic and knowledge dimension overall management of
research and development process, built including research and development process, team
building, knowledge information management, research and development platform to build
multi-dimensional solid performance index (KPI) appraisal system, using PDCA cycle for
continuous improvement of lean research and development system.By comparing the dynamic
changes of R&D personnel investment, R&D cost investment, R&D project results and new
product sales indicators in the implementation process of lean R&D system, the growth rate of
various indicators is expected to be more than 24%. Through the research of Z Company, lean
R&D system, as an important tool for rehabilitation equipment R&D management, which can
promote efficient and accurate research and development of new rehabilitation products that
meet clinical needs, and lay a solid foundation for systematic R&D management and team
stability. In order to help the enterprise in the face of the impact from foreign rehabilitation
counterparts to have enough product innovation technology guarantee.
