摘要
“三农”问题的解决一直是我国工作的重点，农民增收、农业跨越性发展有
助于美丽乡村建设。为此,我国在2017年提出了乡村振兴战略（以下简称战略），
战略中提出要大力推进农村产业发展。在 2018、2019 年的文件中又陆续完善了
战略，同时也发布了关于推进农村产业间相互融合的指导意见。河南省作为农业
大省，实现农业产业的融合也成为提升农业发展实力的重要手段，为此，河南省
政府也出台了推进农村产业间相互融合的指导意见。
经过几年的实践，河南省农业产业融合取得了一定的成效，当前河南省农产
品加工业产销衔接、休闲农村与旅游融合发展初入正轨，但产业融合仍然存在着
诸多问题：融合水平相对太低，农村一二三产业间协调衔接机制不够完善。金融
作为交易资金的特殊载体，对于促进产业融合有着重要影响。河南省金融业勇于
承担社会责任，积极支持农村产业融合，通过创新金融服务和产品等不断加大金
融支持力度，有效促进了农村产业融合发展的进程。但从农村产业融合发展对资
金及金融服务的需求来看，金融业作为资金的供给方，在支持农村产业融合发展
上仍存在不足：涉农贷款投放量不足、农村金融体系不健全、保险保障能力不足、
金融产品创新力度不足等，对农村产业融合发展产生了明显的融资约束。
为进一步推动金融加大对农村产业融合发展的投资力度，建议健全金融体系、
创新产品和服务、完善金融支持模式。通过提出切实可行的发展性建议，加快农
村产业融合进程，真正实现产业兴旺、农民富裕，助推河南省美丽繁荣农村的建
设。

Abstract
Abstract
The solution to the problems of agriculture, countryside, and farmers has always
been the key point of our country's work. Increasing the income of peasants and the
leap-forward progress of agriculture are conducive to construction. For this, our country
has made a rural revitalization strategy (the following referred to as the strategy) in
2017, in which the strategy proposed to develop industries and boost the integration of
industries. The 2018 and 2019 documents have successively improved the strategy, and
at the same time issued guidance on boosting the convergence of industries. As a major
agricultural province in Henan, the combination of agricultural industries has also
become an important means to boost the power of agricultural progress. For this reason,
the Henan Provincial Government has issued guidelines for boosting the convergence
of industries.
After several years of practice, the convergence of the agricultural industry in
Henan Province has achieved certain results. At present, the convergence of production
and sales of Henan's agricultural product processing industry and the convergence of
leisure village and tourism are on the right track. However, there are many problems in
industrial convergence: backward integration and progress, and the coordination
mechanism between the three industries is not perfect. Finance, as a capital
transformation medium, banks and insurance have started to support the progress of
industries. The financial industry in Henan Province has the courage to assume social
responsibilities, actively supports the convergence of industries, and continuously
increases financial support through innovative financial services and products, which
has effectively promoted the process of convergence and progress of industries.
However, from the perspective of the demand for funds and financial services for the
progress of industry convergence, the financial industry, as the supply side of funds,
finance has problems in supporting the convergence of industries: Insufficient
agricultural loans, imperfect financial system, insufficient insurance protection
capabilities, and insufficient financial product innovation have created obvious
financing constraints on the convergence and progress of industries.
In order to further boost financial investment in the integrated evolvement of
industries, it is recommended to improve the financial system, innovate financial
products and services, and complete financial support models. By posing practical and
