摘
要
根据 2018年的银行年报显示,工商银行、建设银行、招商银行、中国银行、农业
银行五家银行分别累计发行信用卡的数量已超过一亿张,而据央行公布的《2018年支付
体系运行报告》显示,全国银行的发行信用卡数量为 6.86亿张,粗略计算,五大银行信
用卡的发卡量占比在 90%以上。而区域性银行正在努力扩张各自的信用卡发行版图。在
这个被大中型银行占据了九成以上份额的巨大市场,城商行、农商行等区域性银行的发
卡量、交易额等数据,受制于品牌效应和网点布局等局限,都难以望其项背。但通过与
各类型的电商平台、大型互联网金融平台的合作,区域性银行正在尝试通过线上渠道打
破用户增长瓶颈、重塑其信用卡品牌在当地年轻用户中的影响力。
X公司是一家致力于为区域性银行发行信用卡提供业务全流程咨询服务的初创公
司。X公司在国内已开拓并且提供过咨询、实施服务过的银行近 20家,在项目实施过
程中,公司项目组成员需入驻银行。由于银行作为金融机构,具有需接受银行业监管机
构监管的特殊性质,对合规、内控、安全和保密的要求很高。X公司项目组在和银行的
沟通过程中,有出现沟通问题,导致项目进展缓慢甚至停滞。
本文将聚焦于 X公司在项目实施过程中产生的沟通问题,通过第一章绪论的介绍,
引出本论文的研究概况。概述本论文将 X公司项目中存在的沟通管理问题作为研究的对
象,进而阐述本论文的研究背景和研究意义、研究思路与方法以及本论文的研究技术路
径。其次,以 X公司项目管理中存在沟通管理问题作为研究对象,通过对行业和 X公
司、信用卡发卡咨询项目的概况的介绍,和对已发生的沟通管理问题的展示,发现当前
困扰 X公司项目沟通管理问题症结所在。再次,通过对项目沟通管理理论的研究,将理
论知识与实际案例问题相结合,深入分析造成X公司沟通管理问题的根本原因。
最后,基于理论对案例问题的分析,并参考其他组织在项目管理沟通上的经验教训
和最佳实践,提出对初创公司X公司的项目沟通管理问题的解决方案,供X公司和其他
初创公司在进行项目沟通管理时,提供借鉴或参考。对 X公司管理沟通中存在的问题进
行改善,同时为我国其他类似企业提供一些关于管理沟通问题的建议。

The Case Study on Communication Management of Credit Card Issuing
Consulting Project of X Company
Abstract
According to the bank's annual report in 2018, ICBC, China Construction Bank, China
Merchants Bank, Bank of China, and Agricultural Bank of China have issued more than 100
million credit cards respectively. According to the 2018 payment system operation report
released by the central bank, the number of credit cards issued by banks across the country is
686 million, which is roughly calculated, The number of credit cards issued by the five major
banks accounts for more than 90%. Regional banks are trying to expand their credit card
issuance territory. In this huge market, which is occupied by large and medium-sized banks
with a share of more than 90%, the data of card issuance and transaction volume of regional
banks such as urban commercial banks and rural commercial banks are difficult to catch up
with due to the limitations of brand effect and network layout. However, through cooperation
with various types of e-commerce platforms and large Internet Financial platforms, regional
banks are trying to break the user growth bottleneck and reshape the influence of their credit
card brand among local young users through online channels.
Company X is a start-up company dedicated to providing business process consulting
services for regional banks to issue credit cards. Company X has developed nearly 20 banks
in China that have provided consulting and implementation services. In the process of project
implementation, members of the company's project team need to settle in the bank. As a
financial institution, banks need to be supervised by banking regulators and have high
requirements for compliance, internal control, security, and confidentiality. In the process of
communication with banks, there are communication problems, resulting in slow or even
stagnation of project progress.
This thesis will focus on the communication problems in the process of project
implementation of X company. Through the introduction of the first chapter, this thesis leads
to the research overview of this thesis. This thesis takes the communication management
problems existing in the project of X company as the research object and then expounds on
the research background and significance, research ideas and methods, and the research
technical path of this thesis. Secondly, taking the communication management problems
existing in X company's project management as the research object, through the introduction
of the industry, X company, and credit card issuance consulting project, and the display of the
existing communication management problems, it is found that the current problems

perplexing X company's project communication management. Thirdly, through the research
on the project communication management theory, combine the theoretical knowledge with
the actual case problems, and deeply analyze the root causes of the communication
management problems of X company.
Finally, based on the theoretical analysis of case problems and referring to the
experience, lessons, and best practices of other organizations in project management
communication, this thesis puts forward solutions to the project communication management
problems of start-up company X, which can be used as a reference for company X and other
start-ups in project communication management. Improve the problems existing in the
management communication of X company, and provide some suggestions on management
communication for other similar enterprises in China.
