摘要
伴随着医药改革迈入新的阶段,与之相关联的医药物流业的发展问题所受到
的关注度越来越高,为了更好的推动医药物流行业向着规模化规范化的方向发
展,相继出台了多项积极的支持政策,与此同时也构建了更为严格的监管机制。
伴随着医药流通医院的迅速发展,其必然也要求有与之相匹配的医药物流业的支
撑。在两票制的改革推动下,整个医药产业上、下游企业之间的协作水平正呈现
出持续提高的趋势,医药龙头生产企业本身的带动优势日趋明显,医药供应链的
配送效率也得到了大幅度的提升,在此推动下,传统的医药物流企业也加快了自
我的转型升级,并积极向着供应链服务商的方向转变,这也推动了我国整体医疗
服务水平的持续提高。不过相对来说,A医药公司的物流成本较高,公司内部审
计显示医药物流成本居高不下,究其原因来说,对于医药企业物流服务商的选择
评价环节存在问题是重要原因。
在此基础上,本文采取访谈调查法、层次分析法等研究方法,针对 A医药
公司物流服务商选择评价进行研究,分析了存在的问题,针对选择评价指标体系
进行优化,并采取层次分析法针对 A医药公司物流服务商选择过程进行案例论
述,并分析了其成效以及启示。本文研究主要内容及结论为:
第一章节中针对医药企业物流服务商的研究背景、国内外研究现状及思路方
法等进行了研究;第二章节,针对医药企业物流服务商的相关概念及理论基础进
行了界定;本文第三章节,结合访谈调查,总结归纳了当前物流服务商选择存在
的问题,主要涉及到:服务商选择评价原则忽视供应链管理、物流服务商评价指
标选取不全面、不同评价指标对应的权重不合理、缺少以动态的方式进行监督和
管理等;本文第四章节,结合当前物流服务商选择指标体系中的不足,提出相应
的优化方案,并重新进行指标体系的构建,其中从服务质量、供应链合作、企业
实力、产品价格四个维度构建了物流服务商选择评价指标体系,其权重数据分别
为 0.312、0.2804、0.2804、0.1272;在本文第五章节,采取层次分析法,针对 A
医药公司物流服务商选择进行案例研究,研究得出 H2服务商更加适合 A医药公
司。经过半年运营,同比提升了利润率 5.2%,另外 A医药公司其终端基层医疗
机构的客户满意度指数由 2020年 6月的 85.2%增长到 2020年年底 95.6%,物流
服务商 H2在短期内取得一定成效。

Abstract
With the gradual implementation of major pharmaceutical reforms such as the
"two-invoice system", tax reform, and consistency evaluation, the state has also paid
more attention to the standardization and scale of the pharmaceutical logistics industry,
and has continuously introduced policies to increase supervision and promote the
development of the industry; The development of the circulation industry also places
more demands on the pharmaceutical logistics industry, which is in a stage of
continuous growth. The implementation of the two-invoice system has shortened the
pharmaceutical supply chain, and the integration of pharmaceutical production,
pharmaceutical circulation, and terminals on the chain nodes has become closer.
Large-scale production companies have stronger advantages. Some traditional
distribution companies have transformed into supply chain service providers.
Industrial parks The agglomeration effect is more obvious, the efficiency of drug
distribution is greatly improved, the level of medical services is improved, the trend of
flat supply chain is obvious, and the development trend of medical logistics is
showing a decentralized development. Currently, in the field of pharmaceutical
logistics, the logistics cost of Pharmaceutical Company A is relatively high. The
internal audit of the company shows that the cost of pharmaceutical logistics remains
high. The reason is that there are problems in the selection and evaluation of
pharmaceutical enterprise logistics service providers.
On this basis, this paper adopts research methods such as interview investigation
method and fuzzy comprehensive evaluation method to study the selection and
evaluation of logistics service providers of A pharmaceutical company, analyzes the
existing problems, optimizes the selection evaluation index system, and adopts fuzzy
comprehensive evaluation The method discusses the selection process of logistics
service provider of A pharmaceutical company, and analyzes its effectiveness and
enlightenment.The main content and conclusions of this paper are as follows:
In the first chapter, the research background, domestic and foreign research
status and thinking methods of the pharmaceutical enterprise logistics service provider
are studied; in the second chapter, the relevant concepts and theoretical foundations of
the pharmaceutical enterprise logistics service provider are defined; The three
chapters, combined with interviews and surveys, summarized the current problems in
the selection of logistics service providers, mainly related to: service provider
selection evaluation principles ignore supply chain management, logistics service

provider selection indicators are single solidified, and logistics service provider
selection index weight definition methods Unscientific, lack of dynamic supervision
in the selection of logistics service providers; the fourth chapter of this article
optimizes the index system for the selection of logistics service providers, and
determines the optimization system of evaluation indicators for the selection of
logistics service providers, including service quality, supply chain cooperation, and
enterprise The four dimensions of strength and product price have constructed a
logistics service provider selection evaluation index system, the weight data of which
are 0.312, 0.2804, 0.2804, 0.1272; in the fifth chapter of this article, the fuzzy
comprehensive evaluation method is adopted to target the logistics service provider of
A pharmaceutical company I chose to conduct a case study, and the study concluded
that H2 service providers are more suitable for A pharmaceutical company. After half
a year of operation, the profit margin has increased by 5.2% year-on-year. In addition,
the customer satisfaction index of the terminal primary medical institution of A
Pharmaceutical Company has increased from 85.2% in June 2020 to 95.6% by the end
of 2020. The logistics service provider H2 has achieved this in a short period of time.
Certainly effective.
