从国内人力资源行业经济形势看来,各种有利因素与不利因素相互交织,尤其在
新冠疫情的冲击下,整体企业发展形势不容乐观,以培训和招聘流程外包为首的业务
模块遭受重创,以及面临政策调整压力,市场需求萎缩,竞争压力加剧,行政主管部
门对整个行业的规范化改革正在逐步深化,流程简化,新的服务理念,新产品创新迫
在眉睫,对人力资源行业发展而言将面临更大的挑战和机遇。作为河北省人力资源行
业的典范品牌,通过企业战略经营优化研究对其他同行业企业发展提供一定的参考作
用,从企业自身角度出发,定期的经营战略优化有助于企业长期稳定的发展。
本文以NOAH集团企业为具体案例对其经营战略进行优化研究,首先,在相关研究
背景的基础上,梳理国内外研究现状,依据战略管理理论和阿米巴经营模式,结合NOAH
集团企业的实际情况,在详细阐述该集团企业经营战略现状的基础上,分析NOAH集
团企业经营战略存在着战略定位和组织结构不清晰,企业创新能力不足,项目管理能
力不足及企业产品优化与人才建设不足等问题。其次,运用EFE对外部环境因素进行
评价分析,在阐述NOAH集团企业内部环境的基础上,运用IFE对内部环境因素进行
评价,分析得出外部机遇大于威胁,企业内部优势和劣势基本相当,并运用SWOT分
析法分析企业经营战略面对的优势、劣势、机遇和挑战。在此基础上,介绍NOAH集
团企业优化思路和战略目标,并通过运用QSPM矩阵分析,对NOAH集团企业采用SO
扩张型经营战略举措,促使对NOAH集团经营战略的优化落地。结合上述分析,根据
NOAH集团企业经营战略存在的问题,结合阿米巴经营模式,调整企业定位,优化组织
结构,成立NOAH集团品牌创新中心,着力研发符合市场需求,融合企业其他产品特
性的创新产品,项目管理规范性上加强监督与实施管控,加强各产品之间的融合力度。
阿米巴组织模式作为企业经营战略优化的支撑点,在充分把握企业经营战略发展
的主观需求和客观实际的基础上,对NOAH集团企业经营战略进行优化研究。展望未
来,坚持创新发展的道路,把握人力资源行业发展机遇,从而更好的实现企业经营战
略目标。

ABSTRACT
From the domestic economic situation of the human resources industry, various
favorable factors and unfavorable factors are intertwined. Especially under the impact of
COVID-19, the overall business development situation is not optimistic. The business
modules headed by the training and recruitment process outsourcing have been hit hard,
and the pressure of policy adjustment, the shrinking of market demand, and the aggravating
competition pressure have arisen. The standardization reform of the whole industry by the
administrative department is gradually deepening, the process is simplified, the new service
concept and the new product innovation are imminent, which will face greater challenges
and opportunities for the development of the human resources industry.As a model brand of
human resources industry in Hebei Province, it can provide some reference for the
development of other enterprises in the same industry through the study of enterprise
strategic operation optimization. From the perspective of enterprises themselves, regular
operation strategy optimization is conducive to the long-term and stable development of
enterprises.
This article takes group NOAH as a specific case to optimize its business strategy.
Firstly, on the basis of the relevant research background, it combs the research status at
home and abroad. According to the strategic management theory and Amoeba business
model, combined with the actual situation of group NOAH, it elaborates the current
situation of the business strategy of the group, This article analyzes the problems existing in
the business strategy of group NOAH, such as unclear strategic positioning and
organizational structure, lack of enterprise innovation ability, lack of project management
ability and lack of enterprise resource integration and development. Secondly, using EFE to
evaluate and analyze the external environmental factors, and then on the basis of
expounding the internal environment of group NOAH, using IFE to evaluate the internal
environmental factors, pointing out that the external opportunities outweigh the threats, and
the internal advantages and disadvantages of the enterprise are basically the same, The
SWOT analysis method is used to analyze the advantages, disadvantages, opportunities and
challenges of the business strategy. On this basis, introducing the enterprise optimization
ideas and strategic goals of NOAH Group. In addition, by using QSPM matrix analysis,
adopting SO Expansionary business strategy measures to NOAH, so as to promote the
optimization implement of NOAH Group's business strategy. Combined with the above
analysis, according to the problems that NOAH exsisted, we combine Amoeba business
model to adjust enterprise positioning, optimize the organizational structure and establish
NOAH Group Brand Innovation Center, aiming to research and develop innovative
products that meet market needs and integrate other product characteristics of the company.
