在我国经济快速发展的带动下,我国港口行业也得到了十足的发展,但是,在近几
年中美贸易战和新冠肺炎疫情的双重冲击下,国内港口行业的发展势头逐渐放缓,高利
润、高回报的时代已经过去,随之而来的是行业内薄利和竞争并存的时代。因此,包括
散杂货码头堆场企业在内的各类港口企业不光要积极的开拓新兴市场,而且还要根据外
部环境变化及时的调整内部管理模式和方法。在生产管理领域,精益管理是最科学的管
理方法之一,运用相关工具能够有效提升码头堆场生产现场的管理水平,从而实现生产
过程的精益管理,也会最大程度减少生产过程中所产生的浪费情况发生,同时促进生产
和工作效率大大提高,进而提升了码头堆场企业的整体竞争力。
本文将精益生产和精益管理基本理论作为核心思想,围绕码头堆场生产管理基本理
论,运用精益生产和精益管理相关工具和方法,以 JS 公司码头堆场现场生产管理为研
究对象,从现行码头堆场生产的人力资源管理现状、生产设备管理现状、库场和货物管
理现状、生产计划和流程管理现状、生产安全环境管理现状、生产数据资料管理现状六
个方面对码头堆场管理现状进行阐述;然后从现场作业标准化管理机制不完善、现场作
业管理流程不科学、现场作业工作量分配不均衡三个原因出发,来引出生产作业效率过
低、生产作业现场存在混乱、生产过程浪费情况突出这三个 JS 公司码头堆场生产管理
中所存在的主要问题的分析;针对实际生产管理中所存在的问题和成因,本文从码头堆
场生产和调度计划改进方案、码头堆场生产流程改进方案、码头堆场均衡生产改进方案、
码头堆场现场管理改进四个方面,围绕精益管理思想对码头堆场生产管理进行深度改
进,并制定了相应的方案,最后通过制定了规范公司内部管理、加强人力资源管理、提
升信息化管理水平、加强企业文化建设四个方面来进一步完善精益管理改进方案的实施
保障措施,保障精益管理改进方案能够有效且顺利的实施。
通过本研究可以为 JS 公司码头堆场生产管理提供参照,围绕公司战略发展需求,
以理念创新、制度创新为引领,构建公司码头堆场生产管理体系,同时也对国内其他散
杂货码头企业的生产管理提供一定的借鉴意义。

Abstract
Novel coronavirus pneumonia has been developing rapidly in China. With the double
impact of Sino, US trade war and COVID-19 epidemic, the development of domestic port
industry has been slowing down. The era of high profit and high return has already gone, and
the era of small profits and competition coexists. Therefore, all kinds of port enterprises,
including bulk cargo terminal yard enterprises, should not only actively explore emerging
markets, but also timely adjust internal management modes and methods according to the
changes of external environment. In the field of production management, lean management is
one of the most scientific management methods. The use of relevant tools can effectively
improve the management level of the production site of the wharf yard, so as to realize the
lean management of the production process, minimize the waste in the production process,
and greatly improve the production and work efficiency, Thus, the overall competitiveness of
terminal yard enterprises is improved.
This paper takes the basic theory of lean operation and lean management as the core idea,
focuses on the basic theory of wharf yard production management, uses the relevant tools and
methods of lean operation and lean management, and takes the on-site production
management of wharf yard of JS Company as the research object, from the current human
resource management status of wharf yard production, production equipment management
status, warehouse yard and cargo management status This paper expounds the current
situation of wharf yard management from six aspects: the current situation of production plan
and process management, the current situation of production safety and environment
management and the current situation of production data management; Then, starting from the
three reasons of imperfect on-site operation standardization management mechanism,
unscientific on-site operation management process and unbalanced distribution of on-site
operation workload, this paper leads to the analysis of the main problems existing in the
production management of wharf yard of JS Company, which are low production efficiency,
confusion in production operation site and prominent waste in production process; In view of
the problems and causes existing in the actual production management, this paper deeply
improves the production management of the wharf yard around the idea of lean management
from four aspects: the improvement scheme of the production and scheduling plan of the

construction of corporate culture, so as to ensure the effective and smooth implementation of
the lean management improvement scheme.
This study can provide a reference for the production management of JS Company's
wharf yard, build the company's wharf yard production management system around the
company's strategic development needs, guided by concept innovation and system innovation,
and also provide a certain reference for the production management of other domestic bulk
cargo wharf enterprises.
