这对于全面推进美丽中国、持久延续中国民族大好发展态势具有极为深远的意义。当
前我国已经进入了发展的新时期、新阶段，在这个新的历史时期，我们更应该深刻践
行绿色发展理念，并以此来作为我国现阶段经济社会发展和改革的总体导向，向绿色
发展索要经济结构优化和绿色金融发展的养料。现如今，绿色发展的理念已经在金融
领域生根发芽，并将其上升到了国家战略的重要高度，绿色金融发展也势必会展现出
强劲的生命力。
面对绿色金融广阔的市场前景，商业银行必然要仅仅抓住这一历史性的发展契机，
实现自身价值的飞跃。当前，我国已经基本完成了利率市场化改革，同时进一步加强
了对商业银行的监管，绿色金融中的绿色信贷板块的出现，有利于抵制上述因素对商
业银行传统经营业务构成的压力，同时这一板块的出现也能够有利于加速助推商业银
行管理和流程的创新。面对这样的宏观背景，NM商业银行结合自身特点进行绿色金
融业务规划，一方面迎合了国家金融大政方针，有利于推动国家绿色金融战略发展，
同时另一方面也有利于向社会展示自身良好的形象，帮助银行快速地探索出一条绿色
发展之道，实现健康持续发展。
本文以 NM商业银行基于“双碳”背景下绿色信贷业务为主题展开分析，通过对
相关理论和方法的全面梳理，构建了本文的基本理论框架，并以此为基础全面分析总

结了 NM商业银行绿色信贷发展的现状，揭示了其在发展绿色信贷业务过程中暴露
出的问题及不足。首先运用案例分析法：本文将金谷银行和兴业银行作为两个典型案
例进行研究，自金谷银行、兴业银行开展绿色信贷以来，在产品设计、科技投入、风
险控制几个方面有着丰富的经验，在自治区内也非常具有代表性，具备很强的研究价
值。其次运用比较分析法：通过金谷以及和兴业银行绿色产品设计及投入进行综合分
析对比，了解对于绿色信贷产品设计方面的优势及劣势。同时通过对比分析方法，分
析得出 NM商业银行“绿农贷”、“绿牧贷”方案设计的各项思路以及市场投放后的
产品效应，也论证了设计“双碳”背景下 NM商业银行绿色信贷业务发展的必要性。
最后，结合 NM银行实际及存在的具体问题，为其产品的有效落地制定了一系列保障
方案。
