摘要
保险行业作为与大众生活关系紧密的行业,越来越受到政府的重视。近年来,国家
为确保保险行业的健康发展,出台了一系列促进政策以及监管措施,使得保险领域处于
发展变革时期。保险企业如果能够抓住机遇,就能够快速发展。然而,人保、平安、太
平洋等保险主体长期占据主要市场,这就使得余下份额的竞争异常激烈。为了能够适应
发展机遇与激烈的竞争,保险企业要保证发挥其最大的内部绩效,这样才能够最大效度
地提升企业竞争力。
本文以平衡计分卡和绩效评价体系理论为基础,以 DJ财险公司为研究对象,针对
其行业背景和研究目的、方法等进行整理与分析。通过调查问卷分析公司绩效考核现状,
发现存在战略目标不明显、财务指标过度关注、客户维度忽视、内部沟通协调效率不高、
学习与创新驱动力不足等问题。通过平衡记分卡的引入的必要性及可行性,结合文献进
行第一次指标选取,并利用线性回归开展第二次指标筛选,制定出考核指标模型。在此
基础上,利用层次分析法建立绩效考核体系,并通过模糊评价对当前的绩效现状进行考
核,最后,阐述了应用新的绩效考核指标体系时所应采取的保障策略。
本研究应用平衡计分卡构建新的绩效考核指标体系,对于优化考核指标,提升公司
管理水平、提高队伍管理能力都将发挥重要作用,得出平衡计分卡在财产保险行业的应
用价值,也为同行业的财险公司绩效考核指标提供新的理论支持。

Abstract
As an industry closely related to public life, the insurance industry has attracted
increasingly attention from the government. In order to ensure the healthy development of the
insurance industry, the state has issued a series of promotion policies and regulatory measures
in the recent years, and making the insurance field into a changing period. The insurance
entities need to seize the opportunity to make a rapid development. However, PICC, Ping An
and Pacific insurance have occupied the majority of insurance market for a long time, which
makes the competition for the remaining shares extremely fierce. Insurance entities need to
maximize their internal performance and enhance the competitiveness of enterprises with the
greatest effectiveness to adapt to the development opportunities and fierce competition. DJ
Property Insurance was founded in 2019, their performance appraisal indicators were unable
to reflect the current situation exactly and neither to promote the achievement of strategic
objectives. In order to seize the development opportunity and adapt to the fierce market, the
study of the performance appraisal index system of DJ Property Insurance has great
significance.
The paper expounds the background and significance of the research, figure out the
research methods, technical routes and the innovations of the article. Secondly, it summarizes
the domestic and foreign literature related to the Balanced Scorecard and performance
appraisal, and analyzes the concepts and theories used in this study. Thirdly, it briefly
describes the general situation and performance appraisal status of DJ Property Insurance,
investigates the problems in management process, such as unclear strategic objectives,
excessive attention to financial indicators, neglect of customer dimensions, low efficiency of
internal communication and coordination, insufficient driving force of learning and
innovation and others. Then it analyzes the application value of the Balanced Scorecard
theory in the performance appraisal system of DJ Property Insurance, selects the first index
through the literature method combined with the current situation of DJ Property Insurance,
and then selects the second index through statistical analysis. After constructing the secondary
index, it analyzes the weight of different indexes through analytic hierarchy process, to obtain

the performance appraisal index system based on the balanced scorecard. In addition, this
paper analyzes the current situation of DJ Property Insurance by using fuzzy evaluation, and
points out that different dimensions of the current enterprise need to be optimized. Finally, in
order to ensure the smooth implementation of the performance appraisal index system based
on the Balanced Scorecard theory, it is necessary to establish multiple safeguard measures,
such as dynamic target management, strengthening publicity, improving management level
and paying attention to appraisal results.
Through the in-depth analysis of the performance evaluation index system of DJ
Property Insurance, it can be seen that the balanced scorecard method can meet the actual
needs of enterprise evaluation, objectively evaluate the operation of DJ Property Insurance
and implement the strategic requirements of the company. This study applies the Balanced
Scorecard to build a new performance appraisal index system, which will play an important
role in optimizing the appraisal index, improving the company's management level and team
management ability, and also provide new theoretical support and practical guidance for
property insurance companies in the same industry.
