摘要
县域经济，是连通城市与乡村经济的一种行政区划型区域经济，作为国民经济
的最基本单元，具有重要的政治战略地位和作用。根据十九大报告提出的实施乡村
振兴战略和区域协调发展战略，县域经济将是其目标实现中的关键一环。金融具有
调节资源分配、调整区域发展结构、为经济发展提供动力支持的作用，金融资源服
务于实体产业能够促进区域经济新模式、新业态发展，经济发展的提高也会扩大金
融的发展空间。虽然近年来河北省经济建设取得很大成效，但是县域经济发展仍然
存在很多问题，制约了经济整体水平提高，县域金融对县域经济具有重要作用，探
讨二者怎样相互作用、相互影响从而实现耦合协调的发展具有重要意义。
本文首先从河北省县域经济和县域金融发展的实际情况入手，利用河北省 2008-
2017年 103个县及县级市（以下简称县（市））的相关数据指标，利用熵权法进行
指标处理，选用耦合协调度模型，计算其经济与金融发展之间的耦合度和耦合协调
度，从横向和纵向两个维度分析十年间河北省各县（市）经济和金融的耦合协调
度，讨论既有联系又相互区别的二者如何相互作用、相互影响进而达到耦合协调发
展。实证结果显示：第一，河北省县域经济和县域金融的发展速度低于全省水平，
在 2008-2017年间，河北省县域金融和县域经济子系统的综合得分都保持稳定增长，
但没有达到较好的评分水平；第二，耦合度模型结果表明，在 2008-2017年河北省县
域经济和县域金融长期处在高水平的耦合阶段，说明两系统之间具有较强的相互影
响作用；第三，耦合协调度模型结果表明，两系统的耦合协调度数值保持稳定增
长，耦合协调类型经历了中度失调衰退、轻度失调衰退、濒临失调衰退、勉强协调
发展和初级协调发展五种类型。根据实证分析的结果，为提高河北省县域经济和县
域金融的耦合协调度，提出转变经济发展方式，建立创新型县域经济体系，积极发
展县域现代服务业，推动县域金融产业的发展而且要确保合理布局的建议，从而优
化两者结构，促进协调发展。

ABSTRACT
County economy is an administrative regional economy connecting urban and rural
economy. As the most basic unit of the national economy, it has an important political
strategic position and role. According to the implementation of Rural Revitalization
Strategy and Regional Coordinated Development Strategy proposed in the report of the
19th national congress, county economy will be a key link in the realization of its
objectives. Finance plays a role in regulating resource allocation, adjusting regional
development structure and providing dynamic support for economic development.
Financial resources serving real industries can promote the development of new models and
new formats of regional economy, and the improvement of economic development will also
expand the development space of finance. Although the economic construction of Hebei
Province has achieved great results in recent years, there are still many problems in the
development of county economy, which restricts the improvement of the overall level of
economy. County finance plays an important role in county economy. It is of great
significance to explore how the two interact and influence each other to realize the coupling
and coordinated development.
Firstly, starting with the actual situation of county economy and county financial
development in Hebei Province, this paper uses the relevant data indicators of 103 counties
and county-level cities (hereinafter referred to as counties (cities)) in Hebei Province from
2008 to 2017, uses the entropy weight method to process the indicators, and selects the
coupling coordination degree model to calculate the coupling degree and coupling
coordination between economic and financial development, This paper analyzes the
coupling coordination of economy and finance of counties (cities) in Hebei Province in the
past decade from the horizontal and vertical dimensions, and discusses how the two, which
are both related and different, interact and influence each other, so as to achieve the
coupling and coordinated development. The empirical results show that: first, the
development speed of county economy and county economy in Hebei Province is lower
than that of the whole province. From 2008 to 2017, the comprehensive scores of county
finance and county economy subsystems in Hebei Province maintained a stable growth, but
did not reach a good score level; Second, the results of the coupling degree model show
