随着“一带一路”倡议的提出,我国对外承包工程领域也迎来蓬勃发展的战略
机遇期,以设计-采购-施工总承包模式签约的对外承包合同额逐年稳步增长。与
此同时,海外水处理工程项目越来越受到业主和广大承包商的关注,成为一个快
速发展的重要领域。然而,由于大多数海外水处理工程项目东道国的配套基础设
施相对落后,并且项目建设周期长、设计专业度高、采购金额大、品类多,导致
相关风险因素随之变多。中国企业在海外承包水处理工程过程中出现亏损的现象
非常普遍,逐渐暴露出中国企业在此类项目中的风险管控能力不足,主要表现在
风险识别、分析、应对措施、持续监控等方面,直接导致工程范围蔓延、成本超
支、工期拖延,给承包企业造成巨大的损失。
以 BJET海外工程公司在孟加拉国执行的水处理工程项目作为案例分析对象,
系统研究海外工程承包项目如何有效地识别核心风险元素,并加以规避。首先对
国内外相关文献进行了研究,报告了 BJET海外工程公司水处理项目风险管理的
现状,以项目风险管理理论为基础,用专家访谈、调查问卷法和网络层次分析法,
展开对 BJET海外工程公司孟加拉国项目案例的研究,识别出该项目有外部风险、
设计过程风险、采购过程风险、施工过程风险四个重要风险类别,并确定了 15个
风险元素,然后以网络层次分析模型计算出每个风险元素的指标权重和排序,并
基于排序结果找到核心风险元素,对管理过程中存在的问题进行了深入分析。最
后基于 BJET海外工程公司海外水处理项目的综合性和典型性,提出具体风险管
理改进措施。为未来的项目管理过程中,应对同类型风险,提出了合理性建议。

Abstract
Abstract
As the introduction of China's Belt and Road Initiative, the amount of contracted
foreign contracted projects signed by the EPC contract mode has been increasing
steadily year by year. According to the rapid development of overseas projects, the
construction contracts of water treatment facilities are becoming more and more
important. However, the infrastructure of the most countries is relatively backward; the
project construction cycle is very long; the design task requires professional engineers;
the amount of purchase is very large, which leads to a more vulnerable project. It is
very common for Chinese enterprises to suffer losses in the process of contracting
overseas water treatment projects, which gradually exposes the lack of risk management
ability of Chinese enterprises in such projects, such as incorrect identification,
incomplete analysis, wrong measures, poor continuous monitoring and so on. It directly
leads to the increase of work amount, cost overrun, delay of construction period, and
causes huge losses to the contracting enterprises.
Taking the water treatment project implemented by BJET Overseas Engineering
Company in Bangladesh as the case study object, this paper systematically studies how
to effectively identify and avoid the core risk elements of overseas engineering
contracting projects. Firstly, this paper studies the relevant literature at home and abroad,
and reports the status quo of risk management of water treatment project of the company.
Based on the theory of project risk management, the case study of Bangladesh project
of the company is carried out by means of expert interview, questionnaire and network
analytic hierarchy process. It is identified that the project has external risks, design
process risks, design process risks, project management risks and so on Then, the index
weight and ranking of each risk element are calculated based on the network analytic
hierarchy process model, and the core risk elements are found based on the ranking
results, and the problems existing in the management process are deeply analyzed.
Finally, based on the comprehensiveness and typicality of BJET’s overseas water
treatment projects, specific risk management improvement measures are proposed. For
the future project management process, to deal with the same type of risk, put forward
reasonable suggestions.
