摘要
随着我国电力行业市场化改革的深入推进,电力市场交易方式转变使电力企
业由“单一售电”计划模式向“多元售电”竞争模式转变,电力企业需要竞价上
网,竞争不断加剧。本研究针对云南 D发电公司设备故障率高、非计划停运频
发、安全管控粗放等问题,深入探讨如何推行生产运营精益化管理模式以提升水
力发电企业精益管理水平,提高企业在新市场环境下的竞争能力。
本文以云南 D发电公司为对象研究生产运营精益化管理模式问题,首先通
过查阅精益生产相关文献资料,对研究背景和意义、国内外研究现状、研究内容
和方法进行评述。其次,对云南 D发电公司进行实地调研,发现生产作业环境
问题突出,未严格开展 6S管理,老旧设备缺陷较多,每年导致多次非计划停运,
生产现场员工误操作、违规操作、习惯性违章时有发生,安全监察部门管理流于
形式,直接影响了水电站的安全稳定运行。因此迫切需要运用精益管理的理念与
方法,结合水电企业管理现状,从环境、设备、人员、管理等角度对水力发电企
业管理过程当中存在的问题进行分析,开展生产运营精益化管理模式的构建与研
究,提出对传统的水力发电企业生产运营进行精益化改进的方案,从环境、设备、
人员及管理等多角度对云南 D发电公司制订了精益化管理的优化方案,提高水
电站运行的可靠性。最后,本人构建了层次分析法建立评价指标体系,验证云南
D发电公司精益实践效果及效益,结果显示优化后的管理方案使得云南 D发电
公司的管理上了一个新台阶,对云南 D发电公司管理水平提升具有较大的促进
作用,证明精益管理理念和方法在水电企业管理运用具有显著的效益。
本论文结合国内外关于水力发电企业生产运营精益化管理的研究成果,基于
精益生产理论,结合云南 D发电公司生产经营中存在的问题,提出了水电企业
生产运营精益化的实施方案,不断提高电力企业精益生产运营能力,为国内相似
的水力发电企业生产运营精益化管理提供有益借鉴。

Abstract
With the deepening of the market-oriented reform of China's power industry, the
transformation of the power market transaction mode has transformed power
enterprises from the "single power sales" planning mode to the "multiple power sales"
competition mode. Power enterprises need to compete for power grid, and the
competition is increasing. This study aims at the problems of waste inventory
management, frequent unplanned outages and extensive cost control of Yunnan D
power generation company, further discuss how to implement the lean management
mode of production and operation to improve the lean management level of
hydropower enterprises,improve the competitiveness of enterprises in the new market
environment.
Taking Yunnan D power generation company as the object, this paper studies the
lean management mode of production and operation.Firstly, by consulting the
literature related to lean production, this paper reviews the research background and
significance, research status at home and abroad, research contents and
methods.Secondly, conduct field research on Yunnan D power generation company,it
is found that there are prominent problems in the production and operation
environment,6S management is not strictly carried out,there are many defects in old
equipment,many unplanned outages are caused every year.Misoperation,illegal
operation and habitual violation by employees on the production site occur from time
to time,the management of safety supervision department is a mere formality,it
directly affects the safe and stable operation of hydropower station.Therefore, it is
urgent to apply the concept and method of lean management,combined with the
current management situation of hydropower enterprises,analyze the problems
existing in the management process of hydropower enterprises from the perspectives
of environment, equipment, personnel and management,carry out the construction and
research of lean management mode of production and operation,put forward a scheme
for lean improvement of the production and operation of traditional hydropower

enterprises.The optimization scheme of lean management has been formulated for
Yunnan D power generation company from the perspectives of environment,
equipment, personnel and management,improve the reliability of hydropower station
operation.Finally, I constructed the analytic hierarchy process and established the
evaluation index system,verify the effect and benefit of lean practice of Yunnan D
power generation company.The results show that the optimized management scheme
has brought the management of Yunnan D power generation company to a new
level,it can greatly promote the improvement of management level of Yunnan D
power generation company.It proves that the application of lean management concept
and method in hydropower enterprise management has remarkable benefits.
Based on Lean Production Theory,this paper combines the research results of
lean management of production and operation of hydropower enterprises at home and
abroad,combined with the problems existing in the production and operation of
Yunnan D power generation,put forward the implementation scheme of lean
production and operation of hydropower enterprises,continuously improve the lean
production and operation capacity of power enterprises,it provides a useful reference
for the lean management of production and operation of similar hydropower
enterprises in China.
