旅游业作为现代服务业的重要组成部分,在就业、消费和经济发展方面发挥 巨大的推动作用。随着国家对旅游产业的政策支持,加之旅游业具有良好的回报 收益,旅游项目开发和旅游投资数量不断增长。基于此,论文以山东H景区建 设项目为例,对该项目建设情况及投资前景进行分析,旨在分析该项目经济上是 否具有可行性,为投资决策提供依据。 首先,论文梳理了H景区投资建设项目的概况,得出:项目总占地333696.73 平方米,以居住用地、商业设施用地、文化设施用地、娱乐康体用地、绿地广场 用地为主;从文化、旅游和产业方面进行定位,分析了项目空间布局、空间分析、 施工进度等;项目总投资金额为90131.13万元,通过企业自筹、政府支持和招 商引资三种渠道融资。其次,分析了H景区建设项目投资环境,得出:由于工 业区较少,项目选址地的空气质量、地下水状况、环境噪声和生态环境等自然环 境较好,适合项目建设;分析了施工过程和项目运营过程中可能对环境造成的污 染,并提出了相应预防措施;建设项目符合我国的发展规划,符合旅游产业发展 政策,符合行业准入标准,与现有的人文资源切合,项目投资的社会环境良好。 再次,对建设项目实施财务评价,得出:以营业收入及税金、经营成本估算作为 评价的基本指标,估算的营业总收入为34103万元、税金为1875.66万元、年总 经营成本费用为6091.98万元、税后利润为13026.94万元;估算的总投资收益率 为19.27%、资本金净利润率为14.45%、财务内部收益率为14.78%、财务净现值 为7601.461万元、投资回收期为12.08年,以上指标表明该项目具有财务上的可 行性;运用敏感性分析对关键影响因素进行分析,结果表明企业应关注资源风险、 技术风险和投融资风险。 最后,论文从做好项目前期的经济性分析、完善项目施工中的风险管理、加 强项目运营后的经营管理、项目全过程的组织管理方面,提出了山东H景区建 设投资项目实施的保障措施。 关键词:山东H景区建设项目;投资环境分析;财务评价 V Abstract Asanimportantpartofthemodernserviceindustry,tourismplaysanenormous roleinpromotingemployment,consumptionandeconomicdevelopment.Withthe state'spolicysupportforthetourismindustry,coupledwiththetourismindustryhasa goodreturnonbenefits,thetourismprojectdevelopmentandtourisminvestmentin thegrowingnumber.Basedonthis,thethesistakesShandongHscenicarea constructionprojectasanexample,analyzestheconstructionconditionand investmentprospectofthisproject,andanalyzeswhethertheprojectiseconomically viableandprovidesthebasisforinvestmentdecision-making. Firstofall,thethesiscombsthegeneralsituationoftheinvestmentand constructionprojectofscenicspotH,anddrawstheconclusionthattheproject occupiesatotalareaof333696.73squaremeters,withresidential,commercial facilities,culturalfacilities,recreationalandsportsland,Tourismandindustry.The projectspacelayout,spatialanalysisandconstructionprogressareanalyzed.The projectconstructionhasuniquenaturalresourcesandrichhumanresources,andhasa goodlocationandpolicyadvantages.Thetotalinvestmentoftheprojectis 901,313,300yuan,Throughcorporateself-financing,governmentsupportand investmentthreechannelsoffinancing.Secondly,thispaperanalyzestheinvestment environmentofHscenicspotconstructionproject,andconcludesthatthenatural environmentsuchastheairquality,groundwatercondition,environmentalnoiseand ecologicalenvironmentoftheprojectsiteisgoodfortheprojectconstructiondueto lessindustrialarea;Andpossiblepollutiontotheenvironmentduringtheoperationof theproject,andputforwardcorrespondingpreventivemeasures.Construction projectsareinlinewithChina'sdevelopmentplan,inlinewiththedevelopment policyofthetourismindustry,meettheindustryaccessstandards,andthesocial environmentoftheprojectinvestmentisgood.Third,thefinancialevaluationof constructionprojects,draw:theoperatingincomeandtaxes,operatingcostestimates asthebasicindicatorsofevaluation,estimatedtotalrevenueof341,030,000yuan, taxes18,756,600yuan,thetotalannualoperatingcostsof6091.98Theprofitaftertax is130.2944millionyuan;theestimatedtotalinvestmentreturnrateis19.27%;thenet profitrateofcapitalfundis14.45%;thefinancialinternalrateofreturnis14.78%;the financialnetpresentvalueis76.01461millionyuan;theinvestmentpaybackperiod For12.08years,theaboveindicatorsshowthattheprojectisfinanciallyviable;using sensitivityanalysistoanalyzethekeyinfluencingfactors,theresultsshowthat VI enterprisesshouldpayattentiontoresourcerisks,technicalrisksandinvestmentand financingrisks. Finally,thepaperputsforwardthesafeguardmeasuresfortheimplementationof investmentprojectsintheconstructionofShandongHscenicspotfromtheaspectsof economicanalysisinthepre-projectperiod,perfectingtheriskmanagementinproject construction,strengtheningtheoperationandmanagementaftertheprojectoperation andorganizationmanagementofwholeprocess.
