政府绩效考核是一个世界性难题,具有“考核的法定性、标准的多样性、过程的社 会参与性和考核的公开性”4个特征。虽然,政府的绩效考核管理与企业有着明显的区别。 但是,在提高工作效率和质量、优化监督体系等方面的目标是一致的,都需要运用科学 的思维和方法,破解绩效考核设计中存在的种种难题。目前,我国对地方政府绩效考核 体系的研究尚处于起步阶段,绩效考核体系的设计仍存在明显的弊端,需要进一步的创 新和优化。本文以周村区乡镇政府绩效考核体系作为研究对象,从实证的角度分析和研 究地方政府绩效考核体系的构建。 本文在对绩效的有关以及现有的理论分析的基础上,采用访谈、进行调查问卷等方 式,通过对获取的信息进行分析以及研判现有的实际情况,归纳查找周村区当下乡镇绩 效考评体系中存在的问题,并就此展开分析。随后,采用目标管理法、关键指标法等方 法,针对存在的问题,从构建原则、组织结构、考核对象、指标内容、权重设置、评分 办法、考核评价,验证科学性和和合理性,为周村区乡镇政府绩效考核体系做出优化方 案,包括考核指标的优化、考核主体的优化、考核周期的优化以及考核运用和反馈的优 化等策略,力图将周村区乡镇政府绩效考核纳入科学化、规范化、制度化的轨道,最终 推动周村区乡镇政府的绩效水平的提高。 关键词:乡镇政府;绩效考核;考核指标;体系研究 研究类型:专题研究 Subject:TheResearchontheOptimizationofPerformanceEvaluation SystemofTownshipGovernmentinZhoucunDistrictofZibo City Specialty:MasterofBusinessAdministration Name:CanWangWangSignature): Instructor:LixinYuYuxin(Signature): ABSTRACT Governmentperformanceappraisalisaworldwideproblem,whichhasfour characteristics:"thelegitimacyofassessment,thediversityofstandards,thesocial participationoftheprocess,andtheopennessofassessment."Although,thegovernment's performanceappraisalmanagementandenterpriseshaveobviousdifferences.However,the goalsofimprovingtheefficiencyandqualityofworkandoptimizingthesupervisionsystem arethesame.Allofthemneedtousescientificthinkingandmethodstosolvevarious difficultiesinperformanceevaluationdesign.Atpresent,theresearchontheperformance appraisalsystemoflocalgovernmentisstillinitsinitialstage.Thedesignoftheperformance appraisalsystemstillhasobviousdisadvantagesandneedsfurtherinnovationand optimization.ThispapertakesZhoucuntownshipgovernmentperformanceappraisalsystem astheresearchobjectandanalyzesandstudiestheconstructionoflocalgovernment performanceappraisalsystemfromtheperspectiveofempiricalevidence. Basedontherelevantperformanceandtheexistingtheoreticalanalysis,thispaperuses interviews,questionnaires,andothermethodstoanalyzetheobtainedinformationandanalyze theexistingactualsituation.Summarizetheproblemsexistinginthecurrenttownship performanceevaluationsysteminZhoucunDistrictandanalyzeit.Subsequently,themethod oftargetmanagementandkeyindicatorswasadoptedtoverifythescientificnatureand rationalityoftheexistingproblems,fromtheconstructionprinciple,organizationalstructure, examinationobject,indexcontent,weightsetting,scoringmethod,evaluationandevaluation.
