I 摘要 经济的发展推动人们生活水平的提高，我国汽车保有量也实现迅速的增长，而汽 车保险业务也成为当前财产保险公司保费收入的重要来源。随着市场竞争的日益激 烈，各个财产保险公司也采取有利的策略，吸引更多的客户。但是，财产保险公司车 辆保险发展过程中也面临着一些重要的问题，如车辆保险欺诈等等，影响着公司的健 康发展。保险其它事故的发生不仅仅会影响保险公司的收入情况，也会让保险公司可 能会额外支付较高的保险费。由于各种限制性因素的存在，我国还没有形成完善的保 险反欺诈体系，车辆保险反欺诈工作仍然处于摸索的过程中。因此，做好车辆保险欺 诈行为的研究，有效的确定反其责的手段或者措施，使当前各个保险公司面临的重要 问题，这对保险公司的健康发展具有十分重要的意义，对整个保险行业的发展也具有 一定的现实意义。 本文首先介绍了论文的研究背景、研究意义、国内外研究现状和研究方法，从机 动车辆保险欺诈的定义出发,阐述了其基本定义以及相应的表现特征,并且对目前机 动车辆的基本欺诈方式进行了总结；重点归纳和总结了目前美国和欧洲对于机动车险 反欺诈的发展现状,并进一步总结了对于我国车险反欺诈的可借鉴经验；阐述了当前 在中国汽车保险的发展现状,分析了中国的汽车保险反欺诈的现状,指出了在中国在 汽车保险欺诈存在的问题；结合中国人民财产保险公司济南分公司的实际情况，分析 公司反欺诈管理的现状及存在的问题，如重视程度不够、法律法规不完善、反欺诈方 法不合理等；最后结合当前保险公司车辆保险反欺诈存在的问题，提出相应的对策： 转变认识，完善反欺诈法律法规体系，完善反欺诈方法，加强交流与沟通和加强人员 队伍建设等。 关 键 词：保险欺诈， 汽车保险， 防控措施 ABSTRACT III ABSTRACT With the rapid growth of car ownership in China, car insurance business has become an important source of premium income for property insurance companies in recent years, but the following car insurance fraud has also seriously affected the development of car insurance. The harm of insurance fraud will not only affect the income of insurance companies, but also make insurance companies pay considerable premium. At present, there is no sound insurance anti fraud system and corresponding anti fraud measures in China, which is still in the primary stage in theory and practice. Therefore, it is one of the hot issues in this industry to analyze the factors of vehicle insurance fraud, determine the prevention and control measures of vehicle insurance fraud, and reduce the loss of insurance companies. This is not only of great guiding significance to the management of insurance industry, but also of great practical significance to the development of insurance security function and social stability and development. Firstly, this paper introduces the research background, research significance, research status and research methods at home and abroad. Starting from the definition of motor vehicle insurance fraud, this paper expounds its basic definition and corresponding performance characteristics, and summarizes the current basic methods of motor vehicle fraud.
