I 摘要 自20世纪80年代以来，私募股权投资基金在我国获得了快速发展，为我 国的经济发展起到了重要的支持作用。国有控股私募股权投资基金作为国有资 本主导设立的私募股权投资基金，可有效利用政府资源去扶持重点企业和创新 企业的快速发展，进一步促进了我国产业经济的发展。在我国当前的供给侧改 革和创新型国家建设的宏观环境下，研究国有控股私募股权投资基金的规范化 发展情况，将有利于国有控股私募股权投资基金适应当前经济环境，使其进一 步发挥自身优势，促进我国产业经济发展水平进一步提高。 本文首先论述了私募股权投资基金和国有控股私募股权投资基金的相关理 论和发展情况，对国有控股私募股权投资基金的概念、特点、组织形式等进行 了阐述。其次，论文重点研究了安徽省国有控股私募股权投资基金的发展情 况，以比较分析法、案例分析法等方法分析了安徽省某国有企业关于国有控股 私募股权投资基金的不规范发展情况及其成因，并且系统分析和总结了安徽省 某国有企业的对基金规范化管理的过程。最后，论文从基金的监管、考核和管 理机构的选择等方面对安徽省国有控股私募股权投资基金的规范化发展提出建 议，并从基金资金构成、来源、安全保障等方面对国有控股私募股权投资基金 提出建议。本文期望能够通过安徽省国有控股私募股权投资基金的规范发展研 究，为其他地区的国有控股私募股权投资基金规范化发展提供借鉴。 关键词：基金；国有控股；私募股权投资基金；规范化；发展 Abstract II Abstract PrivateequityfundshavedevelopedrapidlyinChinasincethe1980sandeven serveasapillarofChineseeconomicgrowth.State-controlledprivateequityfunds areestablishedbytheleadingstate-ownedcapital.Itcaneffectivelyusegovernment resourcestosupporttherapiddevelopmentofkeyenterprisesandinnovation-oriented enterprises,therebyfurtherboostingChina’sindustrialeconomy.Presently,Chinais promotingthesupply-sidereformandseekstotransformitselfintoaninnovation- orientedcountry.Suchbeingthecase,researchonthestandardizeddevelopmentof state-controlledprivateequityfundswillhelpthefundsbetteradapttothecurrent economicenvironment,givetheiradvantagestofullplay,andpromotethebooming ofChina’sindustrialeconomywithhigherquality. Thispaperfirstlyintroducesrelevanttheoriesanddevelopmentofprivateequity fundsandstate-controlledprivateequityfunds,elaboratingonthedefinition, characteristicsandorganizationalformsofthelatter.Secondly,focusofanalysisis placedonthedevelopmentofstate-controlledprivateequityfundsinAnhui province.Thispaperadoptscomparativeanalysisandcasestudytodelveintoastate- ownedenterpriseinAnhuiprovinceintermsofthedevelopmentofitsstate- controlledprivateequityfundsandintowhatunderliesthenonstandarddevelopment. Moreover,thispaperalsosystematicallyanalyzesandsummarizeshowthestate- ownedenterpriseinAnhuiprovinceworkstomanagethefundsinlinewiththe standards.Lastbutnotleast,thepaperproposessomesuggestionsforthe standardizeddevelopmentofstate-controlledprivateequityfundsinAnhuiprovince. Thosesuggestionsarerelatedtothesupervisionandassessmentofthefundsaswell astheselectionofmanagementinstitutions.Besides,thispaperalsosuggeststhe composition,sourcesandguaranteeofstate-controlledprivateequityfunds.Itis expectedthatthroughthispaper,otherregionscanlearnalessonfromthe standardizeddevelopmentofstate-controlledprivateequityfundsinAnhuiprovince.
