当前我国高度重视、大力扶持实体经济,出台了一系列政策积极引导金融机构 改善中小微企业的生存环境;同时伴随着银行业激烈的竞争,为了寻求新的业务增 长点,金融机构自身也拥有强烈的意愿在供应链金融领域打造新的增长点。供应链 金融业务是有别于传统授信业务的创新金融产品,它具有较强的综合性和多方协同 性,专门针对该业务的风险管理方法有待建立。Q银行在供应链金融风险管理中存 在问题,找到卓有成效的解决对策是当务之急。尤其在当下新冠状病毒疫情的影响 下,银行业既要响应国家号召做好中小微企业的扶持工作,也要识别风险客户保障 银行资金安全,使得供应链金融业务风险管理显得愈发重要和紧迫。 本文研究者从Q银行开展供应链金融业务之初就从事相关的风险管理工作,通 过分析国内外在供应链金融风险管理领域的研究,结合 Q 银行供应链金融业务风 险管理的实际,借助问卷调查和深度访谈的方法,分析出 Q 银行供应链金融业务 在风险管理方面存在的问题,深刻而系统地剖析存在问题背后原因,提出一一对应 的解决对策。 通过企业全面风险管理理论的指导,在对问卷调查及深度访谈结果进行分析 后,发现 Q 银行在供应链金融业务风险管理方面存在的问题主要有:第一,授信 审批体系存在缺陷;第二,信用评价体系存在不足;第三,系统操作平台亟待搭 建;第四,风险防范体制有待规范。 针对上述存在的问题研究者提出了一一对应的解决对策,分别从授信审批流 程、信用评价模型、系统操作平台及风险防范体系四方面进行改善:第一,建立高 效的授信审批体系;第二,开发全面的风险评价模型;第三,搭建综合的系统操作 平台;第四,完善基于全流程的管理监督体制。本文的研究成果不仅对解决Q银行 供应链金融风险管理存在的问题有直接的促进作用,对银行业优化供应链金融管理 实践也有一定借鉴意义。 关键词:供应链金融;风险管理;城市商业银行;Q银行 II Research on problems and Countermeasures of Supply chain financial risk management of Q Bank Abstract At present, China attaches great importance to and vigorously supports the real economy, and has issued a series of policies to actively guide financial institutions to improve the living environment of small, medium and micro enterprises. At the same time, with the fierce competition in the banking industry, in order to seek new business growth points, financial institutions themselves also have a strong desire to create new growth points in the field of supply chain finance. Supply chain finance is an innovative financial product that is different from the traditional credit business. It has strong comprehensiveness and multi-party coordination, and the risk management method for this business needs to be established. Q Bank has problems in supply chain financial risk management, so it is urgent to find effective solutions. Especially under the impact of the current coVID-19 epidemic, the banking industry should not only respond to the national call to do a good job in supporting small, medium and micro enterprises, but also identify risk customers to ensure the safety of bank funds, which makes the risk management of supply chain finance business more important and urgent. In this paper, the researchers from Q bank to carry out the supply chain finance business is engaged in the related risk management at the beginning of work, through the analysis of domestic and foreign research in the field of financial risk management in supply chain, combines the actual conditions of the Q bank supply chain finance business risk management, using the method of questionnaire and depth interview, analysis the Q bank financial business in the supply chain risk management problems, deeply and systematically analyzes the reason behind the problems, put forward the corresponding solution countermeasures. Under the guidance of the enterprise's comprehensive risk management theory, after analyzing the results of questionnaire survey and in-depth interview, it is found that Q Bank has the following problems in the risk management of supply chain finance business: first, there are defects in the credit granting and approval system; Secondly, the credit evaluation system is insufficient. Thirdly, the system operating platform needs to be built urgently. Fourth, the risk prevention system remains to be standardized. III In view of the above problems, the researcher proposed corresponding solutions, which were improved from four aspects, namely, the credit approval process, the credit evaluation model, the system operation platform and the risk prevention system. Second, develop a comprehensive risk assessment model; Third, build a comprehensive system operating platform; Fourth, improve the management and supervision system based on the whole process. The research results of this paper not only directly promote the problems in supply chain financial risk management of Q bank, but also provide some reference for the practice of optimizing supply chain financial management in the banking industry.
