当代企业在竞争过程中,不可避免的会进行资本的竞争,人力资本具备较高 的附加值,是确保企业在竞争中处于优势地位的重要因素。人力资本的重要标志 就是薪酬,薪酬对优秀人才的流动状况有着明显的导向作用,因此在企业中构建 起与企业战略发展目标相契合的薪酬体系,是企业吸引和留住优秀人才的重要举 措。在医院市场化进程不断推进的过程中,民营独资医院中已经出现了多元化外 部资金入股的情况,这也将成为医院在未来社会的发展趋向,与此同时医院内部 现行的薪酬体系会受到较大的冲击,并逐渐被符合市场竞争形势的薪酬体系所取 代。因此对股份制医院薪酬体系的研究有很大的价值。 笔者通过对国内外薪酬设计、激励机制等实践经验和成果的总结归纳,对医 疗行业进行深入的研究,主要采用理论论述与实际案例相结合的形式,依据需求 层次、期望等理论,对薪酬体系进行构建和设计,并对医疗行业在薪酬体系上存 在的不足进行分析。薪酬体系作为医院人力资源管理的重要内容,对医生和医院 的共同发展产生着重要的影响,也是医院实现对优秀医生吸引和留住的主要手 段。但在现代医院中存在着薪酬体系的不健全状况,薪酬缺乏应有的公平和激励 特性,使得薪酬真正的作用难以有效的发挥。 在这种背景下笔者对XX医院进行深入研究,通过文献资料、问卷调查等形 式,对医院医生薪酬体系的基本情况进行把握,明确医生薪酬体系中存在的问题, 诸如缺乏有效薪酬战略、医生薪酬无明显差距、升职加薪渠道单一、薪酬管理体 系激励性不足,使得薪酬体系缺乏竞争力,难以起到激励医生工作热情和效率的 作用。进而对XX医院医生薪酬体系存在的问题进行深入的原因分析,具体包括 非市场化定薪、整体管理意识淡薄、医生参与的缺失。在此基础上对XX医院进 行薪酬体系的优化设计,在提出薪酬体系优化目的原则的基础上,对医生岗位进 行分析评价,进而进行医生薪酬结构的设计。为保障XX医院医生薪酬体系更有 效的运行,制定了有效的配套措施,主要包括制定人才发展战略、建立绩效考核、 人员培训、质量服务管理体系等。通过以上对医院医生薪酬体系的而研究,期望 对同行业的医生薪酬体系构建提供一定的参考和借鉴。 关键词:医院医生;薪酬体系;激励 II Abstract Intheprocessofcompetition,contemporaryenterpriseswillinevitablycompete forcapital.Humancapitalhashighaddedvalue,whichisanimportantfactorto ensurethatenterprisesareinadominantpositioninthecompetition.Theimportant symbolofhumancapitalissalary,whichhasanobviousguidingeffectontheflowof excellenttalents.Therefore,itisanimportantmeasureforenterprisestoattractand retainexcellenttalentstobuildasalarysysteminlinewiththeirstrategic developmentgoals.Intheprocessofcontinuouspromotionofhospitalmarketization, externalfundshavebeeninvestedinPrivatelyownedhospital,whichwillbecomethe developmenttrendofhospitalsinthefuture.Atthesametime,theexistingsalary systeminhospitalswillbegreatlyimpactedandgraduallyreplacedbythesalary systeminlinewiththemarketcompetition.underwhichthelong-termdevelopment ofPrivatelyownedhospitalsisalsogreatlyaffected.Therefore,itisofgreatvalueto studythesalarysystemofjoint-stockhospitals. Theauthorthroughtothedomesticandforeigncompensationdesign,incentive mechanism,summarizingthepracticalexperienceandresults,thein-depthstudyof medicalindustry,mainlyintheformoftheorycombinedwiththeactualcase,based onthetheoryofneeds,expectations,etc,tobuildanddesignofcompensationsystem, andthemedicalprofessiontothedeficienciesinthecompensationsystemforanalysis. Asanimportantpartofhospitalhumanresourcemanagement,thesalarysystemhas animportantimpactonthecommondevelopmentofdoctorsandhospitals,andisalso themainmeansforhospitalstoattractandretainexcellentdoctors.However,in modernhospitals,thesalarysystemisnotperfect,andthesalarylacksduefairness andincentivecharacteristics,whichmakestherealroleofsalarydifficulttoplay effectively. InthiscontexttheauthortoconductthethoroughresearchtotheXXhospital, throughtheformofliterature,questionnaireetc,tograspthebasicsituationofthe hospitaldoctorspaysystem,clearthedoctorpaysystemproblems,suchasthelackof effectivecompensationstrategy,thedoctorpaynoobviousgap,apromotionandpay increasesinglechannel,lackofincentivecompensationmanagementsystem,make thecompensationsystemlackofcompetitiveness,difficulttoplaytheroleof incentivedoctorsworkenthusiasmandefficiency.Further,theauthoranalyzesthe reasonsfortheproblemsexistinginthedoctorsalarysystemofXXhospital, includingthelackofautonomyofthehospital,theweaksenseofoverallmanagement, III andthelackofdoctors'participation.Onthisbasis,theoptimizationdesignofthe salarysystemofXXhospitalwascarriedout.Onthebasisoftheprincipleofthe optimizationpurposeofthesalarysystem,thepositionofdoctorswasanalyzedand evaluated,andthedesignofthesalarystructureofdoctorswascarriedout.Inorderto ensurethemoreeffectiveoperationofthedoctorsalarysysteminXXhospital, effectivesupportingmeasureshavebeendeveloped,includingthedevelopmentof talentdevelopmentstrategy,theestablishmentofperformanceappraisal,personnel training,qualityservicemanagementsystem,etc.Throughtheaboveresearchon hospitaldoctor'ssalarysystem,itisexpectedtoprovidesomereferencesforthe constructionofthesameindustrydoctor'ssalarysystem.
