我国商业银行个人理财业务经过十几年的快速发展,已经成为商业银行非常重要的一 项业务。老百姓在满足了衣食住行的基本需求后,对投资理财的需求与日俱增,理财业务 规模不断扩大。为了规范资管市场,加强监管,引导资管行业回归本源,资管新规应运而 生。而资管新规仅仅是资管方面大的框架设想,为了进一步细化具体实施细则,于2018 年9月28日正式推出了《商业银行理财业务监督管理办法》(理财新规),进一步细化 了商业银行理财监督管理的具体实施细则,使资管新规更加具有实操性。不仅拓宽了银行 理财资金的投资范围,又为商业银行开展相关资管业务划出了警戒线,有利于细化银行理 财监管要求,消除市场不确定性,稳定市场预期,加快新产品研发,引导理财资金以合法、 规范形式进入实体经济和金融市场,促进统一同类资管产品监管标准,更好保护投资者合 法权益,逐步有序打破刚性兑付,有效防控金融风险。对于我国商业银行来说,个人理财 业务如何转型和发展已经成为其面临的最重要问题之一。 本文以中国建设银行西安L支行为研究对象,研究在理财新规背景下个人理财业务如 何发展的问题。通过国内外相关文献梳理,总结了理财新规的出台背景和主要内容,分析 了我国商业银行理财业务总体的发展现状和特点,以及理财新规对目前商业银行理财业务 的挑战;从建行西安L支行自身出发,对其个人理财业务现状和特点以及理财新规颁布实 施前后业务变化进行分析,并分析了其内外部环境,采用客户问卷调查方式进行市场调研, 通过上述一系列分析和对建行西安L支行客户的调查结果找出目前该行在个人理财业务发 展方面存在的问题及对可能产生这些问题的原因加以分析,进而各个突破,从产品创新、 帮助扭转客户投资理财观念、提高金融科技水平等方面针对性地提出一系列可行建议和保 障措施,为建行西安L支行在理财新规背景下个人理财业务发展提供理论依据和有效方案, 也为商业银行个人理财业务转型和发展提供了参考。 关键词:理财新规商业银行理财业务客户调查产品创新 Abstract Aftermorethantenyearsofrapiddevelopment,personalfinancialmanagementhasbecomea veryimportantbusinessofcommercialbanksinChina.Afterpeoplehavemetthebasicneedsof food,clothing,housingandtransportation,thedemandforinvestmentandfinancialmanagement isincreasingdaybyday,andthescaleoffinancialmanagementbusinessisexpanding.Inorder tostandardizethecapitalmanagementmarket,strengthensupervisionandguidetheCapital ManagementIndustrytoreturntoitssource,newregulationsoncapitalmanagementcameinto being.Inordertofurtherrefinethedetailedimplementationrules,onSeptember28,2018,the "measuresforthesu pervisionandmanagementofCommercialBanks 'financialmana gement business"(thenewfinancialmanagementrules)wasofficiallylaunched,furtherdetailsofthe financialsupervisionandmanagementofcommercialbankstoimplementspecificrules,sothat thenewrulesaremorepractical.Itnotonlybroadenstheinvestmentscopeofbankwealth managementfunds,butalsosetsawarninglineforcommercialbankstocarryoutrelatedcapital managementbusiness,whichisconducivetorefiningbankfinancialmanagementregulatory requirements,eliminatingmarketuncertainty,stabilizingmarketexpectations,andspeedingup theresearchanddevelopmentofnewproducts,wewillguidewealthmanagementfundstoenter therealeconomyandfinancialmarketsinalawfulandstandardizedmanner,promoteuniform standardsforthesupervisionandregulationofsimilarfinancialproducts,betterprotectthe legitimaterightsandinterestsofinvestors,graduallyandinanorderlymannerbreakthrough rigidpayments,andeffectivelypreventandcontrolfinancialrisks.ForChina'scommercial banks,howtotransformanddeveloppersonalfinancialserviceshasbecomeoneofthemost importantissues. Inthispaper,ChinaConstructionBankXi'anLSub-branchastheresearchobject,tostudyhow todevelopthepersonalfinancebusinessinthecontextofnewfinancialplanningregulations. Thispapersummarizesthebackgroundandmaincontentsofthenewfinancialplanning regulations,andanalyzesthecurrentsituationandcharacteristicsofthefinancialplanning businessofcommercialbanksinChina,aswellasthechallengesofthenewfinancialplanning rulestothecurrentfinancialplanningbusinessofcommercialbanks;startingfromthepersonal financialplanningbusinessstatusandcharacteristicsofCCBXi'anIsub-branch,aswellasthe businesschangesbeforeandafterthepromulgationandimplementationofthenewfinancial planningrules,italsoanalyzesitsinternalandexternalenvironmentandconductsmarket researchbymeansofquestionnairesurvey,throughtheabove-mentionedseriesofanalysisand theinvestigationresultsoftheclientsof1sub-branchofCCB,wefindouttheproblemsexisting inthedevelopmentofpersonalfinancingbusinessofCCBandanalyzethepossiblecausesof theseproblems,andthenmakeeverybreakthrough,thispaperputsforwardaseriesoffeasible suggestionsfromproductinnovation,helpingtochangecustomer'sinvestmentconceptand improvingfinancialscienceandtechnologylevelandsafeguardmeasurestoprovidetheoretical basisandeffectiveschemeforthedevelopmentofpersonalfinancialplanningbusinessinthe backgroundofNewFinancialPlanningRegulationsinXi'anBranchofCCB,anditalsoprovides areferenceforthetransformationanddevelopmentofpersonalfinancingbusinessof commercialbanks.
